About US:
The Ministry of Gender, Labour and Social Development (MGLSD) has championed efforts to promote a coordinated approach to social protection in Uganda. These efforts culminated in the design of the Expanding Social Protection (ESP) programme that has been implemented by the GoU under the MGLSD with financial and technical support from GoU, DFID, Irish Aid and UNICEF. Its goal is to reduce chronic poverty and improve life chances for poor men, women and children in Uganda. The purpose is to embed a national social protection system, including social assistance for the poorest and most vulnerable, as a core element of Uganda’s national planning and budgeting processes. Phase I of the ESP programme was implemented through a Social Protection Secretariat which was established in 2010 under the Directorate of Social Protection of the Ministry. The objectives of Phase I included piloting Social Assistance Grants in 15 districts and capacity building. ESP is now transitioning to Phase II in which the program will expand to cover a total of 55 districts during the next five years and be implemented by a Programme Management Unit (PMU).
Job Summary: The Administration and HR Coordinator will primarily oversee the human resources and administration functions, coordinate and monitor the implementation of human resources and administration policies, and ensure that the programme assets resources are properly managed and are used to achieve the coves of the programme.
Key Duties and Responsibilities:
· Offer technical direction in reviewing and updating of ESP Human Resources and administrative policies and procedures.
· Recruit and deploy staff and ensure that good employee ^tions maintained in line with the recruitment and retention policies.
· Agree with the Fund Manager and Department Coordinators on adequate capacity and human resources.
· Coordinate contracting with MGLSD HR department so that all employees are in contract on a timely basis.
· The job holder will support the performance management cycle and ensure compliance with the policies including;
o Timely preparation of monthly payroll and submission to the Finance and Administration Coordination.
o Maintenance of confidential personnel files.
· Regular review and submission of HR District reports, such as leave, on a monthly basis and provide the necessary support to the Districts as required as he /she reports.
· Support all health and safety initiatives and training to promote a culture of safety at the work place as provided in the Human Resource handbook.
· Manage staff GPA and Hearth insurance ensuing continuous cower is provided and claims are supported.
· Serve as the primary focal point for security issue security updates and provide security guidance as required to all staff.
· Develop, Implement and maintain a Health and Safety policy.
· General administration – design, implement, manage and ensure the maintenance of appropriate administrative systems and procedures.
· Ensure that all office equipment is well maintained, appropriately utilised and that an appropriate replacement schedule is implemented.
· The incumbent will manage all aspects of procurement.
· Oversee the supervision of vehicle management.
· Ensure that IT procedures and policies are adhered to and oversee the continual revision of IT equipment and policies.
· Provide leadership to departmental staff, monitor their performance, motivate staff and provide feedback on key management decisions. Carry out their performance appraisal and identify training and development needs.
· Prepare and monitor departmental annual budget and present it to the Deputy Head PMU or Management for approval.
· Develop work plans and a calendar of activities for the department and regularly review progress in meeting objectives.
· Provide leadership in development of continuous evaluation of departmental objectives.
· Perform any other duty as assigned by the supervisor.
Qualifications, Skills and Experience:
· The ideal candidate should preferably hold an Honour’s degree in any of the following fields: Human Resources, Social Sciences, Development Studies, SWSA, BBA and B Com (Management), and Master’s Degree in Management studies, Business Administration, Organisational Psychology, Social Science or Public Administration. Possession of a post graduate diploma in Human resource will be an added advantage.
· A minimum of six years’ experience with a reputable and busy organisation in human resource, procurement and administration at a senior level.
· Working knowledge of HR, administration and procurement procedures
· Capability of building and maintaining effective working relationships with service providers and other stakeholders and team members
· Good team ethic
