Job Summary: The Advisor on Monitoring & Evaluation, Knowledge Management and Policy Support will be responsible for;
· Supporting and developing an M&E System for the entire project
· Preparing regular progress reports, documents and articles on project results and innovation and creation of knowledge management
· Working closely with the Expert of monitoring and evaluation of GIZ HQ
· Establishing a knowledge management system to capture innovation, results and best practices
· Supporting the policy dialogue on the implementation of “Voluntary Guidelines on the Responsible Governance of Tenure” (VGGT)
Key Duties and Responsibilities:
Monitoring and Evaluation:
· Support the development of an efficient M&E System for the
· The incumbent will mainstream the application of the M&E system and ensure its utilization by the entire project team and its direct partners
· Prepare and submit regular progress and monitoring reports and indicate possible delays on time
· Support of research projects and studies to be conducted to analyze the results of the project
· Ensure results of the project are professionally communicated to external partners
· Support the preparation of progress reports to the EU and Germany Ministry using the applicable formats
Knowledge Management:
· Develop an easy-to-use and accessible knowledge management system for the project
· Prepare documents and publications on project innovation and results to be published and shared
Policy Dialogue:
· Support to the multi stakeholder dialogues on the implementation of “Voluntary Guidelines on the Respond Governance of Tenure” (VGGT) in close collaboration with the team leader
· Other duties and tasks at the request of the team leader
Qualifications, Skills and Experience:
· The applicant should preferably hold a Bachelor’s Degree in relevant field, preferably in Land Management, Communication, Design, Social Sciences
· At least three years’ professional experience in Monitoring and Evaluation, knowledge management
· Working knowledge on land issues and legislation in Uganda in particularly on Mailo and Customary land
· Land survey and GIS experience
· Familiar with the regions of Teso and Mityana/Mubende and Its cultural and ethnical compositions
· Experience in visibility and M&E requirements of EU funded projects
· Good working knowledge of ITC technologies and computer applications (MS Office, picture and movie editors, design software, WWW, etc.)
· Excellent organisational and management skills
· Ability to analyse data and produce quality reports
· Good problem solving skills and strong result-oriented
· Proven ability to work with rural communities and in multi-disciplinary sessions
· Broad knowledge and understanding of cultural, socio-ethnical context in Teso and Buganda region
· Experience on gender mainstreaming
· Previous experience in organizing workshops and multi stakeholder events
· Active, flexible and dynamic team player and excellent networker
· Excellent writing, communication and coordination skills
· Very good knowledge of English and at least one of the following languages: Ateso or Luanda. Knowledge of Kumam language is an added advantage
