About MONUSCO:
Following the signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council established the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999, initially to plan for the observation of the ceasefire and disengagement of forces and maintain liaison with all parties to the Ceasefire Agreement. Later in a series of resolutions, the Council expanded the mandate of MONUC to the supervision of the implementation of the Ceasefire Agreement and assigned multiple related additional tasks.
Key Duties and Responsibilities: Under the overall supervision of the Chief Telecommunications Officer and the direct supervision of the ICT Operations Officer/Technology Officer at the location, the Associate Telecommunications Officer will be responsible for the following duties:
· Operates and maintains communications networks and equipment which may include private branch exchanges, hubs, routers, multi-layer and multi-service switches, gateways, servers, satellite, microwave, rural telephone, VHF/UHF/HF other communications systems.
· The incumbent installs communications equipment for wired and wireless networks and monitors and controls the performance of communications systems deployed to support wired and wireless communication networks.
· Prepares background material specifications and evaluate vendor-prepared technical proposals.
· The incumbent collects and analyses telecommunications data and statistics for purposes of conducting communications reviews and/or cost-benefit analyses.
· Performs periodic traffic engineering studies.
· Recommends performance standards and maintenance guidelines for satellite communications networks, private branch exchanges and international leased lines.
· Provides emergency communications capabilities in support of staff security, which may include serving as a focal point/communications liaison for inter-agency emergency field security communications.
· Maintains and updates operational resilience plans.
· Performs new software, firmware, and hardware upgrades as required.
· Manages the installation of wireless communications systems in assigned offices.
· Performs any other related duties as required.
Qualifications, Skills and Experience:
· The ideal candidate for the United Nations MONUSCO Associate Telecommunications Officer should hold a first-level university degree in electronic, technical or communications engineering, technical science, computer technology or related field.
· At least two to three years of progressively responsible experience in electronic data transmission, network design, communications or related area.
· Language: Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
