About USAID SHOPS Project:
The Strengthening Health Outcomes through the Private Sector (SHOPS) project is USAID’s flagship initiative in private sector health. SHOPS focuses on increasing availability, improving quality, and expanding coverage of essential health products and services in family planning and reproductive health, maternal and child health, HIV and AIDS, and other health areas through the private sector. In Uganda, the healthy mother voucher program has two objectives: to provide access to maternal child health care services from accredited private facilities and to build the capacity of a local organization to manage the voucher program.

Job Summary: The Capacity Building Advisor will take charge of the project’s capacity building activities with local partner organizations, especially the voucher management agency.

Key Duties and Responsibilities:
· The incumbent will develop terms of reference for a local VMA and assess partners relative to those terms.
· If requested, lead the selection process to identify the VMA for this project.
· Together with the chosen VMA, develop clearly defined standards of practice, including policies regarding pricing, beneficiaries, benefits and providers.
· Marshall technical resources to build the capacity of the VMA relative to the terms of reference and standards of practice.
· In charge of managing voucher management operations.
· Offer technical oversight and supervision for the monitoring and evaluation of the voucher program.
· Support the Clinical Advisor as s/he builds the capacity of participating providers.
· Collaborate with project teams to develop, advise, and support training
· Work in liaison with other technical leads to ensure an integrated approach across all project activities.
· Provide mentorship and supervision to staff and consultants working on the capacity building component of the program.

Qualifications, Skills and Experience:
· The applicant should preferably hold a Master’s degree in health management, public health, communications, business administration, or other relevant field.
· A minimum of eight years of relevant work experience in capacity building and training in the health sector, preferably in public health and/or community health activities.
· Prior experience with private sector health service delivery at the provincial and/or district level in Uganda is required.
· Ability to write technical papers and reports.
· Strong abilities to implement capacity building activities and workshops
· Computer skills required.
· Advanced written/oral skills in English; knowledge of Ugandan national languages are an advantage.
· Extensive professional experience in Uganda.
