Job Summary: The Chief of Party (COP) provides overall technical and administrative leadership and expertise for the Producer Association Capacity Strengthening Program . The incumbent will be responsible for the management of all aspects of the program implementation in meeting the objectives of the program including, but not limited to, technical, administrative, operational, and logistical management of interventions. The COP will take a leadership role in coordination among donor, other implementing partners, and government stakeholders. S/he will report directly to the donor representative with technical supervision from the LWR Uganda Country Director.
Key Duties and Responsibilities:
Plan, organize, and supervise the overall program activities.
Ensure that all activities conform to the terms and conditions of the donor agreement requirements, including cost, schedule and quality parameters.
Routinely interface with clients, conferring with the donor on strategic issues to maximize impact and scale, minimize costs, and maximize efficiency and sustainability in achieving all requirements.
Manage the program staff and short term consultants to deliver program objectives.
Provide frequent feedback to, and support for, the project team.
Identify training needs, and plan training opportunities for team members to enhance their skills and expertise.
Manage program funds and other resources for the program.
In charge of preparing and submitting status reports, budget information and other documentation as needed.
Perform other duties as assigned by the supervisor.
Qualifications, Skills and Experience:
The ideal candidate should hold a Master’s degree in economics, business, international development, public policy, education, agricultural economics, or other relevant field (a Bachelor’s degree in a relevant field and ten years of experience could be substituted for a Master’s degree).
At least ten years of increasingly higher levels of responsibility working in international development, preferably in agriculture and private enterprise development; at least 5 years at management level, supervising staff.
High level of leadership, interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
Proven ability to work in complex, politically charged environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines.
Demonstrated ability in successfully leading and managing bilateral donor programs of a similar scope and scale, and experience leading U.S. government funded programs a plus.
Working knowledge of and experience applying U.S. government funding rules and regulations.
Proficiency in MS Outlook, MS Word and other Microsoft Office programs as well as common internet applications.
Fluency in English, with excellent written communication skills. Ability to speak at least one Ugandan language.
Ability to travel up to 50% of his/her time. Ability to travel occasionally within the region and to the US.
Evidence of status to work legally in Uganda. Uganda national preferred.
