RTI is seeking Chief of Party (COP) candidates for the United States Agency for International Development (USAID)-funded Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) proposal. The purpose of the Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) is to secure services to support the design and implementation of a comprehensive, integrated investment in regional health, HIV/AIDS, and nutrition assistance.
Specific objectives:
Increased availability of and access to health services
Improved quality of health services
Increased availability of resources for public sector health services
Improved organization and management of health service delivery
Increase adoption of healthy behaviors and positive child development practices by households and communities
The position is based in Mbale, Uganda with some travel to all project districts and Kampala.
Essential Roles and Responsibilities:
The COP will have technical leadership and management responsibility for the program’s strategic direction, inputs and outputs and all program personnel, including managing short-term term personnel and consultants providing technical assistance to the project.
Key liaison with USAID Uganda on project management and decision-making issues.
An essential role of the COP is high-level programmatic and technical representation with USAID, county health governments, program counterparts, and other stakeholders as necessary.
S/he will be responsible for providing overall technical vision of the project and achievement of agreed upon program results. S/he will provide oversight to program activities, including timely development and submission of work plans and reports.
The COP will have direct financial and project management oversight.
Qualifications:
Advanced degree in public health, social science, or other related field
Minimum twelve (12) years of relevant professional experience managing and implementing large comprehensive and complex international development assistance, HIV/AIDS, and health programs
USAID contract and/or policies understanding a plus.
Demonstrated ability to manage, lead and make effective decisions.
Demonstrated ability to negotiate and partner with government representatives, for-profit private sector entities, civil society, donors and other stakeholders
Demonstrated ability to communicate effectively in English, both verbally and in writing;
Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.
Strong strategic planning, staff management, supervision, and budgeting expertise.
