About USAID Project:
FHI 360 is hoping to win an award for the implementation of a 5-year, $31,46171, USAID/ Uganda-funded sanitation project. The project will accelerate sustainable improvement in quality and access of water and sanitation services, and improve hygiene behaviors in Uganda by introducing a series of contemporary, integrated water and sanitation interventions at the community and household levels.
Job Summary: The Chief of Party (Project Director II) will provide overall vision and leadership for the project; be accountable to USAID for all project deliverables; and assume technical and management responsibility for all project personnel. The job holder will be the primary liaison for the project with USAID, relevant Ugandan Ministries, other donors and institutions, implementing partners, technical agencies and other stakeholders, ensuring alignment and harmonization with other USAID/ Uganda and other programming where appropriate, including public/private sector partnerships. The incumbent will be responsible for developing and monitoring annual plans; achievement of program targets; submission of all program deliverables to USAID; and identification and resolution of issues and risks related to program implementation. The COP will oversee partner efforts in program implementation. He/she will be ultimately responsible for award management, including compliance with FHI 360 and USAID policies and procedures for prime award management, sound financial monitoring and control and sub award management.
Qualifications, Skills and Experience:
· The incumbent for the USAID Chief of Party career opportunity should hold a Master’s Degree in environmental or civil engineering, public health, business administration, governance, or related field.
· A professional engineering license through a professional society or government agency is strongly preferred. ,
· The ideal candidate should have more than ten years of professional experience, with progressively increasing responsibilities and duties, in fields related to the successful implementation of projects’ such as water and sanitation technical expertise, local governance and/or private sector capacity building for improvement of water and sanitation services, and behavior change promotion.
· Significant experience in water, sanitation and hygiene engineering applications, including experience overseeing construction and considering environmental impact.
· At least five years’ experience in the management and oversight of USAID-funded cooperative agreements and/or contracts of a similar size and scope. Experience in strategic planning, supervision of projects, and budgeting of large, donor- funded projects.
· Detailed knowledge/experience of USAID policies, procedures and approaches related to program design/ implementation, budgeting, monitoring and evaluation.
· Solid and up-to-date knowledge of the Uganda WASH context: stakeholders, issues and current evidence in relation to water supply and sanitation interventions in Uganda,
· Past exposure and experience in behavior change communication approaches to promote healthy behaviors and increase utilization of services in water and sanitation or relevant area.
· Demonstrated capacity to develop and maintain effective relationships with Ugandan government official and policymakers, as well as a broader range of public and private stakeholders and partners.
· Strong written and oral communication skills in English.
