International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over two hundred projects. IBTCI serves government agencies, private sector companies, and several donor agencies. IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.
Proposal Objective:
IBTCI is preparing a proposal response for the anticipated multi-million-dollar, five-year Monitoring, Evaluation and Learning (MEL) Contract in Uganda. The purpose of the Contract is to strengthen the performance of USAID/Uganda and its Implementing Partners (IPs) in collaborating, learning and adapting to improve the relevance, quality and sustainability of USAID-supported contributions to Uganda’s development.
Position Description:
IBTCI is seeking a Chief of Party (COP) to lead and manage the project administratively and technically, providing oversight on all activities. The COP will lead and manage the Contractor’s efforts to achieve the activity results. S/he will provide vision and overall leadership to activity operations; drive the achievement of activity results by ensuring the provision of timely, relevant, high quality services. This position will be based in Kampala for the duration of the five-year project. The project is anticipated in and around July 2018.
Responsibilities:
Facilitate the intended mutually supportive relationship between and among activity results;
Serve as the primary point of contact with USAID on day-to-day activity implementation and management issues;
Supervise the work of all personnel assigned to tasks under the activity;
Ensure timely, accurate and user-friendly reporting on the progress and status of all services provided under the activity; and
Ensure the USAID-compliance and integrity of activity operations.
Qualifications:
A Master’s Degree in social sciences, development studies or a Bachelor’s degree in social sciences, development studies or a relevant field to USAID/Uganda portfolio and five years of international development-relevant experience (in addition to the 10-year requirement noted below) for those without a Master’s degree.
At least ten years of progressively increasing responsibility in managing large comprehensive contracts of similar nature, size and complexity.
Preferably, five years of experience in learning and adapting, improving business processes, or communication.
At least three years’ experience living and working in developing country environments, preferably East Africa; and
Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures.
