Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, child protection, health, microfinance, peacebuilding, system strengthening, and youth.

Project Background:
Coordinating Comprehensive Care for Children (4Children) is a five‐year USAID‐funded project implemented by a consortium of organizations led by CRS with partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children is designed to improve health and wellbeing outcomes for orphans and vulnerable children (OVC) affected by HIV and AIDS and other adversities. 4Children’s work utilizes global evidence establishing that HIV and other adversities are best prevented and addressed when families and children have access to both high quality health and social welfare services. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contribute to overall improvements in quality of life and productivity for vulnerable children and their families.

In Uganda, 4Children will implement the Uganda Social Welfare Systems Strengthening Project. This project, which is still under review, is expected to contribute to three broad strategic objectives: (1) Strengthen Ugandan institutions to successfully plan, lead, and coordinate comprehensive services for children made vulnerable by HIV and other child protection risks; (2) Support the social protection workforce to meet the needs of children; and (3) Promote the use of data to support advocacy by and for social welfare institutions. Within this project, 4Children has been requested to support OVC Implementing Partners in Uganda to adopt a standardized case management package that reflects the latest research on pathways out of OVC programming. The Case Management Rapid Response (CMRR) activity must be completed before the end of September 2017.

Job Summary:
The 4Children CMRR Program Manager (PM) will coordinate all aspects of the CMRR activity, in close consultation with the 4Children consortium partners. S/he will be responsible for the administrative, technical and financial management of the CMRR activities in Uganda to meet the stated objectives and targets. S/he will be a dynamic person with strong interpersonal and organizational skills, who thrives in a complex, busy work environment.

Specific job responsibilities:
Technical Leadership
Provide overall management and technical support for the CMRR activity in coordination with the 4Children consortium partners and staff.

Coordinate with the respective line ministries/officials, Interagency Working Group members, and OVC Implementing Partners to build strategic partnerships and leverage in-country case management experience, systems and tools.

Coordinate regular activity updates to enable the staff, partners, and other key stakeholders to track progress, proactively identify potential challenges, and identify correction actions.

Assist 4Children team to engage key stakeholders throughout the CMRR activity.

Program Management, Administration, & Quality

Oversee the development, implementation, and review of monthly plans to monitor progress of expected outputs, deliverables, and financial expenditures.

Support the development of partner and consultancy agreements in line with the activity goals and timelines – in close coordination with 4Children leadership.

Support staff and partners to monitor progress against the activity objectives, targets, and standards.

Provide support to the Project Director and consortium partners to address emerging issues identified by stakeholders throughout the planning and execution of this activity.

Support the 4Children team to ensure accurate and timely reporting; review actual financial performance against the project performance and report any variances.

Ensure project implementation is in accordance with CRS programming principles and CRS core values and engage respective country-program staff for support as needed.
Monitoring, Evaluation, Accountability and Learning (MEAL)
Support timely preparation and review of narrative reports.
Facilitate the identification of lessons learned and documentation of best practices for dissemination and learning.

Supervisory Responsibility:** CMRR Project Officer

Internal: 4Children staff and partners, and CRS departmental heads,

External: Host country line ministries, OVC implementing partners, UNICEF, community service providers, e.g. Para-social Workers.

Required Qualifications:
Education and Experience:
Master’s degree in Sociology, Social Work, Public Health, International Development, or a related field.

Minimum of 5 years’ experience in program/project management with an international NGO, with preferably at least 2-3 years working on OVC programming, case management and reintegration, social protection and/or social welfare workforce.

Demonstrated knowledge and experience in building local capacity for case management, ideally in East Africa.

Proven project management skills – including project design, financial management, MEAL and ability to successfully supervise, manage and coordinate staff, consultants, and partners to deliver quality results under strict timelines.
Familiarity with USG rules and regulations.
Commitment to uphold CRS agency standards, policies and procedures, and comply with donor requirements.
Fluency in written and spoken English.

Outstanding interpersonal and communication skills to create a supportive work environment, and promote teamwork at all levels.

Highly proactive and self-disciplined; able to multi-task and work successfully under tight deadlines.

Excellent written and analytical communication skills; able to develop clear, concise and user-friendly presentations and reports.
