About US:
Reach Out Mbuya Parish HIV/AIDS Initiative was established with the aim to curb the further spread of HIV among the less privileged members of the community and enable those already living with HIV and AIDS to live a responsible and dignified life. Reach Out Mbuya uses a holistic approach to care for people living with HIV (PLHIV) that focuses on the physical, social, emotional, and spiritual wellbeing of the patient. This is done by looking at the needs of the body, mind, family and community in effective patient care. The program focuses on HIV prevention, care and treatment, along with community and social support using low-cost interventions such as a nurse-led medical care approach and utilization of expert clients as the community health workers (CHWs). Reach Out Mbuya is currently looking to expand the scope of services provided and increase the organization’s visibility.

Reach Out Mbuya has been in existence for over 14 years. In 2001 the organization worked with 14 patients and 15 volunteers; it now serves more than 7,500 adults and provides support to 8,000 orphans and vulnerable children. Primary funding for this growth was – and continues to be – provided by PEPFAR through the US Centers for Disease Control and Prevention (CDC). ROM would like to identify additional sources of funding as the organization plans for future programming. In the past, the organization has focused on care and treatment and has barely tapped into research opportunities that could offer additional sources of funding for the organization.

Job Summary: The Communications and Partnership Officer will be tasked with improving the visibility of the organization through print, social and electronic media. Improved visibility will help ROM attract more funding for the organization. The fellow will work closely with the PR and Communications Officer and her assistant to ensure that the public is appropriately informed of key developments and events in ROM, to promote and protect ROM’s public image, and to coordinate ROM partnerships at all levels while maintaining a positive image of the organization. The objective of this job is to implement and evaluate ROM’s advocacy interventions and communicate the key issues to the key stakeholders in line with the ROM advocacy and communications policy. The fellow will coordinate ROM partnerships at all levels to influence collaborations for attainment of the ROM advocacy agenda, while maintaining a positive image of the organization.

Key Duties and Responsibilities:
· Scan the social environment to identify issues in society that can affect ROM’s mission and come up with advocacy-related interventions
· Build and strengthen strong alliances and networks with public and private partner organizations for concerted advocacy efforts and greater participation in policy dialogue in line with the ROM PR, advocacy, and communications policy
· Take photographs, record video, document and share experiences arising from advocacy interventions with the supervisor and other key stakeholders in line with the ROM PR, advocacy, and communications policy
· Develop an operational activity plan and budget for advocacy issues
· Prepare presentations, speeches, press releases, electronic direct mailers, media and communications
· Increase the visibility of ROM using social media
· Build the capacity of ROM staff in advocacy, partnership, and networking
· Coordinate the development and production of information, education, and communication (IEC) materials for advocacy on HIV care, treatment, and prevention
· Actively participate in carrying out advocacy campaigns on issues related to HIV care, treatment and prevention and other emerging priorities
· Prepare and submit monthly and quarterly performance reports as required

· The ideal candidate for the Communications and Partnership Officer should be an American who has training in project planning and management or public relations and customer care

Job Terms and Conditions: Fellows will be provided with housing, health insurance and a living stipend of $550/month. Additionally, fellows will receive an award of $1500 upon successful completion of the fellowship year. Flights to and from the placement site and all other costs associated with GHC programming are included, including $600 in professional development funds. Reach Out Mbuya (ROM) provides decent, fully furnished accommodation close to the office in Kampala, an urban center.

Note: The living stipend and completion award may be paid out in USD or local currency, as determined by the placement organization.
