Makerere University Joint AIDS Program (MJAP) is a private-not-for profit Company under Makerere University. MJAP works to build partnerships and strengthen health systems to optimally respond to HIV/AIDS, TB and other diseases of public health importance in Africa.

About Project:
MJAP will work in close collaboration with the Rakai Health Sciences Program (RHSP) to implement a program on Accelerating HIV/AIDS Epidemic Control in Masaka region (Gomba, Butambala, Sembabule and Mpigi districts). In addition, MJAP is anticipating a sub-award grant for accelerating HIV/AIDS Epidemic Control in Kampala region; under the President’s Emergency Plan for AIDS Relief (PEPFAR).

Job Summary: The Community Linkage Officer will support the district to strengthen and coordinate a clinic-community based referral linkages system for integrated delivery of quality and comprehensive HIV/AIDS services.

Key Duties and Responsibilities:
Support the districts to roll-out the facility -community framework for HIV integrated service delivery.
Render support to the district health and community development officers to oversee the planning, coordination, monitoring, supervision and implementation of integrated HIV service delivery into all community based services.
Support districts to develop/review strategic plans, work plans and budgets and integrate the facility-community mobilization and linkages component into the plans.
Support the dissemination and utilization of the required community data collection and reporting tools on HIV service delivery into the communities, such as community registers.
Offer technical assistance (mentorships and coaching) to ensure the District, facilities and the CBOs collaborate to offer community based services.
Provide technical support during the joint DACs/DOVCCs and SACs/SOVCCs meetings to strengthen coordination of community activities.
Support the collaboration between the Government communities structures such as village health teams (VHTs) and the CBOs.
Provide support for the quarterly stake holders’ (CSO and HF in-charge) meetings to strengthen linkages (case conferencing and coordination)

Qualifications, Skills and Experience:
The ideal candidate for the Makerere University Joint AIDS Program (MJAP) Prevention Advisor should preferably hold a Bachelor’s degree in Social Sciences, Community Development, Community Health or Nursing.
Possession of a post graduate qualification in Public Health, Sociology or Community Health would be an added advantage
A minimum of three years’ experience of community work particularly, working with local governments; and ability to engage DHTs and lower level community structures.
Previous experience in building capacity at individual and organizational levels; with practical training of health workers and/ or community based workers.
Good knowledge of the decentralized health system and the corresponding community structures.
Ability to coordinate activities of various stakeholders at district and or sub national level.
Ability to develop training materials and conduct training programs.
Excellent written, verbal communication and interpersonal skills.
Ability and willingness to travel widely and frequently within the supported districts
Ability to establish and sustain interpersonal and professional relationships with MoH, District Teams, CSOs, other key actors.
Good networking skills
