Community Mobilizer – Gender – Mercy Corps

Mercy Corps is an International NGO that exists to alleviate poverty and oppression by helping people build secure, productive and just communities. Mercy Corps has been fully registered in Uganda as an operational NGO. Currently Mercy Corps has an office in Kampala and is implementing Food Security programs which comprise of Water and Sanitation, Livelihood and Agriculture and Conflict Mitigation Management Program in North and North Eastern Uganda. We implement programs in the northern districts of Pader, Kitgum, Agago, Lamwo, Kaabong, Abim and Kotido with funding from USAID, USDA, Walmart Foundation, SDC, DFID as well as other private donations.

Job Summary: The Community Mobilizer – Gender will coordinate, monitor and supervise the community based promotion and mobilization activities under PROGRESS. The person will lead community mobilization and engagement efforts, promoting engagement of local government departments, and advocate for strengthening of policies within the PROGRESS practice areas (water resources management, livestock and rangeland management, climate-smart agriculture, urban economic linkages).

Key Duties and Responsibilities:
Offering research, review, advocacy, coordination and support to policy formulation between remote communities in select districts of Karamoja, district-level government departments, and village level leaders.
Conduct community sensitization meetings in targeted communities.
Encourage full participation by all community members, paying special attention to women.
Develop and maintain strong community relationships.
Assess and report on community needs with the rest of the team to achieve set objectives under Progress.
In charge of conducting community mobilization and supporting the team in capacity building activities with community members, elders etc
Build and maintain good working relations and detailed information on partner communities.
Incorporate participatory principles into community-level activities.
Ensure non-partisan, culturally and socially to advise the team in appropriate implementation of project.
Develop and maintain community-related files.
Actively participate in training and development activities as needed or requested
Conduct community-based mobilization and other related activities,

Qualifications, Skills and Experience:
The applicant should possess a Bachelor degree in development studies, gender, or any related discipline
At least two to three years’ experience with grassroots initiatives in rural areas and interacting with community member
Past exposure and experience with participatory community development principles and practices preferred
Possess the ability to show initiative and function effectively in loosely structured, complex work environment that is constantly and rapidly changing
Patient and optimistic approach to problem-solving, good communication and facilitation skills
Possess the ability to carry out responsibilities independently with minimal technical support from within the program organization and ability to travel in the field
