Community Services Manager – Humanitarian Initiative Just Relief Aid – Nakivale

About HIJRA:
Humanitarian Initiative Just Relief Aid (HIJRA) is an international humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.
HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees in Oruchinga settlement (Isingiro district), Nakivale settlement (Isingiro district) and Nyakabande Transit Center (Kisoro district). HIJRA, in a strategy to expand existing program implementing team, is now seeking for a qualified person willing to offer Humanitarian services in the position of Community Services Manager to be based in Nakivale – Isingiro District.

Job Summary:
The Community Services Manager will work closely with the Reception Manager and Protection Manager in applying and promoting a community development approach at the Nakivale settlement camp.

Reporting Relationships:
The post holder will be responsible to the Field Program Coordinator.

Duties:
1. Assist all HIJRA units and partners in applying and promoting a community development approach in their work by:
i. Conducting regular participatory assessments as part of multifunctional teams using a gender and age perspective to fully understand the refugee population, their protection concerns and priorities, and the resources available to achieve self-management;
ii. Working actively with the refugee community in defining and seeking solutions to their problems, including those of individuals and groups with specific needs, during all phases of programming, with specific measures to involve women and children;
iii. Liaising with, supporting and monitoring partners in the implementation of activities for persons with specific needs.
iv. Identifying training needs among staff and partners from different functional units and sectoral teams on the community development approach, situation analysis and gender and age mainstreaming;
v. Promoting outreach programs in the refugee camps to strengthen the liaison and the relations with the refugee community.
2. Plan, support and monitor interventions to prevent and respond to gender-based violence (GBV) by:
i. Coordinating development of GBV Standard Operating Procedures (SOPs) and referral pathway for responding to incidents of GBV
ii. Collaborating with GBV focal person within Community Services Unit and Protection colleagues to ensure coordinated efforts with all stakeholders, including the refugee community, in early identification, prevention, response and follow-up of survivors of GBV
iii. Coordinating GBV interventions in the camps through supporting, monitoring and evaluating the GBV implementing partners;
iv. Promoting community involvement and participation to address GBV needs; Ensuring that proper data collection and analysis of GBV cases is established and effectively
v. Assisting partners in production of IEC materials together with refugee community.
3. Support and monitor the Individual Cases Management System in the camps by:
i. Supporting the case management Officer to ensure that protection needs and risks faced by girls, boys, women and men – including older refugees, people living with disabilities and other individuals and groups with specific needs – are identified and addressed in a timely and effective manner in all sectoral activities and budgets
ii. Supporting provision of individual counseling to refugees needing such assistance as well as ensure that UNHCR has a sustained presence in communities within refugee camps through field missions;
iii. Supporting provision of inputs to the development and monitoring (including reviewing statistics and reports) of programs and budgets
iv. Supporting provision of inputs to the development of protection strategies and activities; and Initiating, together with implementing and operational partners and the refugees and local communities, specific activities to address the social, psychological, cultural, health, organizational and livelihood concerns of refugee communities, and supporting community initiatives in these areas

Results/Expected Output:
1. Participatory and community-based structures and systems are in place to foster the on-going participation of persons of concern to inform protection responses and solutions throughout the operations management cycle.
2. GBV SOPs are developed and functional referral pathway established.
3. Through close monitoring of IP work, organization of training (incl. on-the-job training) and ensuring refugee community’s involvement and GBV response and prevention mechanism are enhanced.
4. Evolving, Age, Gender and Diversity (AGD) sensitive analysis of community risks and capacities provides the essential basis for all of HIJRA’s work.
5. The country operation has systems in place to promote and undertake community-based protection activities which address the social, cultural, and livelihood needs of populations of concern.
6. Situation and statistics of different target groups i.e. children, adolescents, youth, persons with special needs, persons with disabilities, elderly persons, women and girls are well captured and necessary interventions are undertaken.
7. Individual case management system is strengthened and appropriate follow-ups are done by IPs according to needs identified based on the outcomes of comprehensive vulnerability assessment conducted.
8. Monthly reports and updated annual plan.

Competencies, Qualifications, Skills and Experience:
• A university degree in Development studies, Social Sciences, Human Rights, Refugee Law or related discipline
• At least 4 years of field experience and practical working experience in related areas such as child protection, gender, GBV, and community participation
• Experience working with refugee populations
• Experience working overseas in a humanitarian context
• Accountability: mature and responsible; ability to operate in compliance with organizational rules and regulations
• Commitment to continuous learning: initiative and willingness to learn new skills and stay abreast of new developments in area of expertise; ability to adapt to changes in work environment
• Planning and organizing: effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to establish priorities and to plan, coordinate and monitor (own) work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities;
• Teamwork and respect for diversity: ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and harmonious working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender;
• Communication: proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; ability to make and defend recommendations;
