How can you make a difference?
Under the supervision Nutrition Manager and Supply Manager, in close collaboration with the appointed focal point at the Ministry of Health., the consultant to provide technical expertise to MoH and partners in technical meetings and also work with a large team with diverse technical backgrounds in the supply chain arena. The consultant will report to the Supply and Nutrition managers of UNICEF Uganda and will work under the technical guidance of the relevant government representative at Ministry of Health to drive these initiatives.
Scope of work:
Coordinate the development of a Nutrition Supplies Integration action plan for the nutrition integration process. The action plan should include actions for a wide range of areas needed for the integration of supplies, including but not only; product selection and quantification, funding and procurement, , regulatory oversight and quality assurance, distribution and inventory management, logistics management information systems, human resources and governance.
Review the existing documents, assessments and road maps developed for nutrition integration including other National supply chain assessments, by working closely with key stakeholders including governments and partners to ensure all relevant information is availed
Coordinate the organization of a stakeholders’ workshop to review and validate the integration action plan
Initiate the implementation of the Nutrition Supplies Integration action plan in partnership with the various sectors involved in the integration of the nutrition commodities, including setting up appropriate coordination structures
Analyse and support the dissemination of results from the 3-year quantification exercise
Monitor and update monthly the Nutrition Supplies Integration action plan, with special focus on timelines for implementation of agreed milestones
Support and strengthen the capacities of the Ministry of Health and other stakeholders, such as National Medical Stores, in performing their duties and responsibilities as outlined and agreed upon by all stakeholders in the Nutrition Supply Integration action plan
Support the Ministry of Health and National Medical Stores with the development and facilitation of a technical working group within the Nutrition sector that focuses on the supply chain integration process; as well as participate, as required, in meetings of the Technical Working Group for medicines Procurement and Management (MPM)
Support and strengthen the capacities of Ministry of Health for supply forecasting, planning, budgeting, stock monitoring, distribution, and reporting of nutrition supplies procured and delivered by UNICEF, MoH and other stakeholders during the period of the consultancy
Support the monitoring of the performance and integrity of the supply chain (as-is), by supporting the conduction of an end user monitoring, assessment of storage capacity at lower levels, assessment of risk for diversion/pilferage, quantification, and proposing actions to mitigate identified risks as the integration process moves forward.
Develop a supply plan and gap analysis for all nutrition commodities
Develop a nutrition integration framework for selected districts of Karamoja to be piloted for integration of nutrition commodities into national supply chains
Review existing training modules and manuals and develop a capacity development plan for training in supply chain in the selected districts
Before the end of her/his assignment, ensure that there is a continuation strategy for the integration process
Deliverables
Analysis of the draft MOH quantification exercise: summary paper and power point for sharing/discussing with key stakeholders
A multiyear Supply Plan and financial Gap Analysis for all nutrition commodities based on the analysis of the quantification exercise and mapping of funding sources (draft – end of 1st month; final – by end of month 3)
A costed Nutrition Supplies Integration Action Plan with implementation timelines (draft – end of 1st month; final – by end of month 3)
Background documents (concept note, agenda, list of participants, presentations) and logistics support for the organization of stakeholders’ workshop to validate the Nutrition Supplies Integration action plan; facilitation of the workshop and workshop report
Monthly updates on the development and implementation of the Nutrition Supplies Integration action plan, against the set milestones
Background documents (issue papers, presentations) and minutes of the meetings organized by UNICEF and MoH to follow-up on the implementation of the Nutrition Supplies Integration Action Plan
Background documents (issue papers, presentations) and minutes of the relevant Technical Working Group meetings (Purchasing and Supply Chain Management (PSCM), medicines management and procurement working technical working group, commodities security sub technical working group, NMS partner’s forum, health commodity supply chain system inter-ministerial task force)
Monthly progress report with challenges and corrective actions/solutions
A nutrition supply integration framework for Karamoja
A capacity development plan on supply chain management in Karamoja developed
To qualify asan advocate]or every child you will have…
Required
At least 5 years of professional experience in public health supply chain management or similar
Experience in facilitating dialog among different stakeholders
Experience in project management
Experience working with leadership and management spheres within public sector health programs
Experience in supporting the review and update of important policies and service delivery guidelines to support enabling environments for supply chain management
Experience in designing and using data collection tools, data analysis, report writing and presentation
Desirable:
At least 1 year of experience with UNICEF, WFP, WHO or other UN agencies is highly desirable
Experience with the integration of nutrition supplies within the governmental system in other countries will be an asset
Experience in recommending and leading the implementation of interventions designed to strengthen leadership and capacity to manage supply chains strategically
Experience in supporting the implementation of approaches for enhancing transparency and accountability in supply chains
Experience in conducting advocacy activities to support the identification of resources to strengthen supply chains
Knowledge and experience of supply chain logistics and risk management in the health sector in the region is an asset
