CONSULTANT FOR THE ‘ASSESSMENT OF SPECIFIC GROUP ENTERPRISES UNDER THE IRC URBAN REFUGEE PROJECT

Background to the assignment:
As part of Economic Recovery and Development (ERD) program, IRC is implementing the Skills, Entrepreneurship and Capital for Urban Refugees (SECURE) in Kampala. The goal of the project is to enhance the financial inclusion of urban refugees, and with an objective to improve access to formal financial services and employment opportunities among urban refugees in Kampala. As part of this project, the IRC is supporting village savings and loan associations (VSLAs) that include both refugees and local Ugandans in various divisions of Kampala.
The IRC now wishes to recruit the services of experienced consultant(s) to conduct assessments of specific enterprises operated by these VSLA groups within the Central, Makindye and Rubaga divisions of Kampala.

Scope of work:
The purpose of the specific assessment is to identify skill and capacity gaps and make specific recommendations for appropriate support. Specifically the assessments will identify specific training; equipment/material requirements; presentation/marketing gaps as compared to closely competing products or services within the specific locations; and any other support that may be necessary to improve the respective businesses, as listed below:
• Soap making (liquid)
• Tailoring
• Making of paper bags
• Craft making
• Mushroom growing
• Baking (Cakes and bread)
• Book making
• Juice making
• Poultry
• Hair dressing Competence and experiences required:
• Demonstrated hands-on experience in the specific enterprise(s). Training experience in the specific enterprise(s) is an added advantage.
• Willingness to provide remote support via phone or email for a period of at least one month after delivery of the final assessment report.
NB: Bids are welcome to any number of enterprises the bidder feels competent to support. IRC will provide transport required to reach the groups.
Deliverables
The deliverables shall include a summary assessment report with specific recommendations including detailed specifications of selected support areas/items.
Time frame
The assessments will take place within the month of May 2017. Additional remote support can be provided for at least another one month, immediately after submission of the above reports.
