Background and Mission: International Lifeline Fund (“Lifeline”) is an entrepreneurial non-profit organization that practices pragmatic community-led development to spark catalytic change that can profoundly improve the quality of human life. Lifeline engages deeply with communities and local partners to bring long-term solutions to clean water and basic amenities that are key to building healthy communities. Lifeline believes communities can create lasting change harnessing the untapped energy of local leaders, women and small business entrepreneurs as drivers of this change.
The Position: Lifeline is seeking to recruit an accomplished leader in the role of Country Director. S/he will serve as the head of the Uganda team reporting to the CEO, provide overall leadership and strategic direction to the country program, and support the Deputy Country Director and the WASH/Environmental Program Managers in their day-to-day activities. The Country Director will also work closely with Lifeline partners, including international funders, corporate partners, social entrepreneurs and government authorities, to ensure alignment across stakeholders and activities. This position is both strategic and operationally oriented.
Candidate Profile: Lifeline is seeking an exceptional leader and manager of unquestioned operational excellence, intellectual breadth, and practical experience with the business, non-profit, and/or government sectors. The successful candidate will be skilled in managing a growing organization with both international partners and local operations. S/he will have experience working closely with expert staff, for-profit and non-profit partners, and other constituents to achieve ambitious goals. Experience in global development, both advocacy and service delivery is a must.
Responsibilities include:
Facilitate and Execute the Vision: The Country Director will serve as the key facilitator, communicator, and implementer of the vision and goals developed jointly with the Headquarters. S/he will ensure clear communication to staff, Headquarters, funders, and relevant constituents about changes in priorities and resource allocation required to incorporate work on new opportunities that are determined to be strategically important. S/he will ensure that all parts of the organization are well managed, staffed, aligned and operate as effectively as possible.
Operationalize Strategy and Manage Operations: The successful candidate will have a demonstrated record of translating strategy into activities, setting operational priorities, building systems and policies, and leading growth stage organizations to success. S/he will be a strategic thinker who will be capable of partnering to create and implement an operational vision, framework and culture. S/he will manage the organizational budget and lead fundraising together with the Headquarters in Washington DC.
Build and Manage Team: S/he will be responsible for recruiting, managing and supporting senior staff and helping them to execute on priorities.
Develop Programs and Partnerships: The Country Director will work with the Headquarters and senior staff within the country team to develop and support various programs and partnerships that will be key to the success of the organization. Together with the executive staff, s/he will represent Lifeline in key partnerships, conferences, forums, and other external efforts.
Create and Sustain an Entrepreneurial Work Environment and Positive Culture of High Expectations: The Country Director will work with the Headquarters and senior staff within Lifeline to ensure all relentlessly pursue excellence and consistently exhibit the defining organizational values of responsibility, respect, self-discipline, compassion and integrity. S/he will ensure that the management, staffing and culture of the organization are suitably aligned with the mission, evolving goals and strategic ambitions. In managing the Lifeline staff, the Country Director will also work to build cohesion and create opportunities for growth and development.
Specific competencies include:
Setting Strategy/Executing for Results: Demonstrated experience in strategic decision-making, leadership, and operational management preferably in a complex, multi-site and expanding organization. Capacity to innovate and solve complex problems – often with an entrepreneurial approach – in an evolving and challenging environment.
Managing Performance: The successful candidate will have the ability to set priorities decisively, delegate responsibilities, assure and value accountability, and allocate resources appropriate to achieving desirable results. S/he will be able to lead in a high-pressure, fast-paced environment with a short decision-making cycle. S/he will have the capacity to establish metrics by which to manage the operations of Lifeline.
Monitoring & Evaluation: Demonstrated experience designing approaches to evaluate program impact and organizational capacity, and analyzing data and incorporating recommended changes into programs and internal structures. Successful candidates can identify program methodologies and develop long and short-term strategies and work plans to improve programs and operations.
Financial Management: The successful candidate will have experience providing oversight to all finance and administrative services ensuring compliance with applicable in-country rules. S/he will oversee the development and implementation of quarterly country budgets and ensure adequate internal control mechanisms are in place for budget monitoring/review and minimize expenditure variances, reporting any financial irregularities. S/he will also have experience preparing accurate and timely submission of financial reports that comply with grant or contract agreements.
Donor/Grant Management: Successful track record managing, cultivating, and developing relationships with donors, government, NGOs, social entrepreneurs, businesspeople, and community groups. Demonstrated experience in cooperation with headquarters-based program staff, drafting grant proposals and managing in-country fundraising, keeping abreast of the trends within the donor environment in-country and internationally.
Team-building and Human Resource Management: The successful candidate will have proven experience managing large, matrixed teams and adept at developing and maintaining multi-stakeholder relationships. S/he will have the ability to create an inclusive and collaborative environment to develop an effective organization. Experience overseeing adequate implementation of performance management systems, including performance objectives and planning, appraisals, and human resources policies and procedures such as staff development, is a plus.
Intellectual Leadership: The successful candidate will have experience managing organizational growth, with a solid operational acumen. S/he will have the ability to lead effectively without necessarily having subject area expertise and add value to people who are subject-matter experts. S/he will be able to ask the right questions across a range of topics in order to understand strategic gaps in ambiguous situations, while also exhibiting the self-confidence to change course when proven wrong.
Interpersonal Acumen and Character: The successful candidate will exhibit self-awareness, high emotional intelligence, and an understanding of others that enhances interpersonal communication and management abilities. S/he will be a resilient optimist with unquestioned personal and professional integrity. The successful candidate will have personal chemistry with and be able to collaborate effectively with the organizations Board of Directors, staff, and external stakeholders.
Qualifications/Skills:
Minimum 7 years demonstrated working experience in international program development, implementation and/or evaluation; 3 of which should be at senior management level.
Progressive experience of program management (at least 5 years) in the INGO sector with a proven track record as a senior manager and leader, including experience in developing and implementing strategic plans (experience in Africa preferred)
Strong written and verbal communication skills; an articulate and persuasive communicator with excellent interpersonal and multidisciplinary project skills
Advanced university degree in development or related field is preferred.
Experience in WASH and/or clean cook stoves is preferred
Experience with scaling up of initiatives at the regional, national and/or international levels is preferred.
Strong partnership development across sectors and experience with technology and infrastructure is preferred.
Ability to work effectively in collaboration with diverse groups of people.
