INTRODUCTION
The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.
Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization’s vision. To date, there are a total of 24 Member Countries who joined the organization.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
JOB DESCRIPTION
The Country Representative (CR) is representing GGGI as the focal person, leading the in-country program. S/he will lead and direct the operational day to day activities of the country program and sustain portfolio to a new level of operational excellence, efficiency and effectiveness. The CR has the overall responsibility for the strategic leadership and direction of an integrated country program to achieve the organizational vision, goals and objectives. The CR is responsible for the programmatic and operational management of the country program. S/he represents GGGI with Government and international organizations in country and thus acts as the focal representative of GGGI in the country for all GGGI related activities, including Knowledge Solutions Division activities. S/he will take a leading role in developing the country planning framework document and attendant discussions and cultivation of relationships; oversee program delivery; review, monitor, and report progress on the country strategy in line with GGGI’s global strategic directions and overall thematic focus. S/he is responsible to ensure cross learning and fertilization of knowledge across GGGI programs. S/he is responsible to identify resource mobilization opportunities and collaborate with appropriate units to design and implement resource mobilization efforts. S/he is responsible for all aspects of management and administration as they pertain to the country program and its staff and consultants.
S/he will spend his/her time on country level programming but also spend significant time to inform and contribute to corporate level programming (i.e. contributing to thematic priorities of GGGI, providing strategic inputs in ensuring GGGI remains relevant in country and globally).
Specific Responsibilities:
Country Program Management
• Develops an integrated and quality-assured Biennium Work Plan and Budget that is aligned with the Strategic Plan 2015-2020
• Delivers results on the ground based on the Work Plan and Budget for respective country program
• Develops networks and partnerships with national/regional institutions and leads in country donor collaboration and new project development
• Keeps abreast of the trends within the donor environment in the country
• Undertakes responsibilities for new proposal development for funding from earmarked sources, in close collaboration with resource mobilization unit
• Respects relevant donors’ conditionality and monitors GGGI’s compliance with specific donor requirements as they relate to in-country efforts
• Provides oversight to all finance and administrative services in line with GGGI financial regulations
• Oversees the development and implementation of annual country budgets as per approved WPB
• Ensures that adequate internal control mechanisms are in place and review and minimize significant expenditure variances
• Oversees annual and project-specific audit processes
• Ensures the preparation, accuracy and timely submission of monitoring reports in the ERP and in other formats as required
• Ensures the high quality of documents and outputs produced by the project team on the ground
Strategy development and implementation
• Leads the development and implementation of the Country Strategy in line with the GGGI’s Strategic Plan 2015-2020
• Facilitates the alignment of country program to GGGI’s thematic priorities
• Leads, directs and mentors the country team in line with the organizational strategy
• Keeps abreast on socio-economic and political changes in the environment and undertake timely strategic review of GGGI’s country program ensuring continued relevance
• Maintains close and productive communication with the HQ
• Ensures country program implements GGGI policies, procedures, operational guidelines and standards
• Ensures coordination with other divisions of GGGI for prompt support services
• Manages technical staff members supporting the country program from the HQ
Human Resources Management and Organizational Development
• Provides leadership support to staff development in country
• Oversees adequate implementation of the performance management system
• Organizes regular meetings with the senior management team and all staff for the purpose of exchanging information, coordination and learning
• Ensures that the country team is effective, mutually supporting and sufficiently involved in decision making
Communication and learning
• Ensures that the country program is maintaining a coordinated and agreed information exchange internally and externally
• Ensures that key country documents are internally shared with the HQ and agreed upon before communicating to donors
• Ensures that experiences and best practices are documented and shared across the organization
QUALIFICATIONS
• Advanced university degree (Masters or PhD) is a requirement; a specialty in economics and development is an asset
• Relevant professional experience (preferably 7-12 years) with managerial and budget responsibilities, in either an international organization, a large multinational business or consultancy, a large non-profit organization or government is a requirement
• Familiarity with operating in developing countries is a requirement; experience in the relevant country is an asset
• Proficient written and spoken English is a requirement proficient French is recommended; additional knowledge of other relevant languages is an asset
