Deputy Head of PMU – Ministry of Gender Labour and Social Development

About US:
The Ministry of Gender, Labour and Social Development (MGLSD) of Uganda, through its Programme Management Unit (PMU) is implementing Phase two (ESPII) of the Expanding Social Protection (ESP) Programme. The goal of ESP is to reduce chronic poverty and improve life chances for poor men, women and children in Uganda. The programme aims to embed a national social protection system, including social assistance for the poorest and most vulnerable, as a core element of Uganda’s national planning and budgeting processes.

Job Summary: The Deputy Head of PMU will ensure that SAGE, Policy and Advocacy, Monitoring and Evaluation teams deliver on their strategies and work plans. The incumbent will provide strategic direction to the ESP II Programme through managing, programming, coordinating and monitoring the day-to-day operations and systems in line with the Project Strategic Plan, Policies and Operational guidelines.

Key Duties and Responsibilities:
Initiate, develop and monitor the implementation of the Project policies, ESPP strategic plan, ESPP operational periodic work plans and budgets in line with ESPP mandate.
The incumbent will also initiate, develop and monitor the implementation of risk management and business continuity systems, processes and procedures in line with the ESPP mandate.
Initiate, develop systems and strategies that will promote Uganda Government commitment for sustainable investment in social protection and strengthen institutional framework for coordinated social protection in line with ESPP mandate.
Assist the Head PMU in the development of systems to promote progressive rollout of the senior citizen grant under the ESP II PMU then periodically carry out audits to review the reliability and integrity of related information & results to promote high performance.
Initiate, develop and monitor the implementation of systems and procedures to support the development/operationalization of labour intensive public works guidelines and disability grant -initiatives in line with the ESPP mandate
Initiate, develop and monitor the implementation of systems and guidelines for mainstreaming Gender Equity and Social Inclusion in Social Protection programming in all ESPP supported regions in line with the ESPP mandate.
The jobholder will also formulate and implement strategies for functioning quality management within the ESP II PMU business operations and prepare periodic reports to the head PMU, donors and other key stakeholders in line with the PMU and ESPP reporting guidelines.
Keenly review and timely approve the consolidated M & E framework for ESPP then monitor the ESPP periodic performance trend and utilization of periodic related feedback by management team to enhance a learning organization/program in line with the ESPP mandate.
Regularly monitor the compliance of your team to HR systems and policies as well as conduct supervisory HR support activities to maintain a competent & motivated ‘management team under your leadership’ in line with the Human resources manual. .
Develop and implement a framework for the engagement and communication with the key Project stakeholders, including the National Steering Committee, relevant line Ministries and Government departments, ESP development partners and other donors working in the social protection sector.
Initiate, develop, and monitor the Implementation of systems and procedures for conducting research and utilization of the research findings into policy and Program systems development/update in line with the in line with the ESPP strategic objectives.

Qualifications, Skills and Experience:
The ideal candidate should preferably hold a Master’s degree in either of the following disciplines: Economics, Business Administration Social sciences and Public Administration
At least five years of top management experience in general management or as head of department in the social sector.
