Director Health Service Delivery – Jinja – Baylor International Pediatric AIDS Initiative

Baylor College of Medicine Children’s Foundation-Uganda is looking for an experienced international development professional to fill the role of Director, Health Service Delivery for an upcoming USAID opportunity in Uganda. The Director of Health Service Delivery will be responsible for overall coordination of all health service delivery related project activities in Baylor’s effort to deliver quality, integrated health services. This Director will report directly to the Chief of Party and coordinate closely with Baylor-Uganda’s central and regional staff to streamline approaches and ensure exchange of strategies. Baylor-Uganda is looking for someone with both a depth and breadth of technical expertise and experience in designing and implementing strategic health service delivery activities in Uganda or in a similar setting, particularly as part of large international projects, as well as a keen sense of team dynamics and collaborative efforts. S/he should have a deep understanding of Uganda’s health situation and existing health system; current approaches to and best practices for improving health service delivery in developing countries; and Uganda MOH and USAID priorities for health service delivery improvement.

Duties and responsibilities:
· Directly assist the COP in the design, implementation, and monitoring of high impact health interventions
· Work with project staff from relevant technical areas to determine effective approaches to integrated service delivery implementation and design a 5 year strategy for the project to achieve these aims
· Coordinate closely with the Director for M&E to ensure that relevant monitoring and evaluation oversight is given to project activities, and revise strategies as necessary from M&E outcomes
· Liaise with key stakeholders, including other donors, implementing partners, private sector entities, and government personnel, to create a coordinated and streamlined approach to improving health service delivery in the region and country at large
· Oversee relevant capacity building efforts in target districts to improve human resources for health for improved service delivery
· Work with district government, facility staff, and other implementing partners in the region to improve the organization and management of service delivery approaches
· Coordinate with the Director for Health Systems Strengthening to ensure a system is in place for distribution of quality, affordable essential medicines and health supplies

· Liaise with Baylor-Uganda’s psychosocial staff to ensure a streamlined and effective gender strategy is embedded in all health service delivery activities

Qualifications:
· Master’s Degree in public health or a related field;
· Minimum of eight years of experience with progressively increasing responsibility in supervising and leading a highly successful service delivery and technical assistance program in diverse geographic locations;
· Experience and demonstrated accomplishments in integrating gender into health projects and services;
· Experience in monitoring, evaluation and public health research and
· Experience and expertise in designing and implementing successful facility and community-based integrated health services
· Have depth and breadth of technical expertise and experience in designing and implementing high impact HIV/AIDS and health services in Uganda or in a similar setting
· Have expertise in gender issues in Uganda and integration of gender into health projects and services
· Have ample management expertise, interpersonal skills, and positive professional relationships
