Proposal Objective:

Social Impact is preparing a proposal response for the anticipated multi-million dollar, five-year Monitoring, Evaluation and Learning (MEL) Contract in Uganda. The purpose of the Contract is to strengthen the performance of USAID/Uganda and its Implementing Partners (IPs) in collaborating, learning and adapting in order to improve the relevance, quality and sustainability of USAID-supported contributions to Uganda’s development.

Position Description:

SI is seeking a Director of Learning (DOL) to serve as the individual bearing primary responsibility for delivering the learning results that the contract demands and tracking the adaptations for lessons learned. This position will be based in Uganda. The DOL will serve as a core team member on a full-time basis throughout the five-year period of performance.

Please note: This is a local position. Only candidates with Ugandan citizenship will be considered.

Responsibilities:

· Provide vision and leadership to the “learning” agenda.

· Ensure the quality, timeliness and technological sophistication of services related to improving the integrity and usefulness of USAID/Uganda monitoring and reporting systems.

· Ensure the quality, relevance, technological sophistication and timeliness of contractor-provided evaluations, analyses and assessments.

· Deepen USAID/Uganda’s existing learning capabilities and introduce improved avenues to learning.

· Lead contractor contributions to USAID/Uganda’s efforts to deliberately draw contextual, programmatic and operational learning from its monitoring, evaluation, analytical and assessment efforts.

· Facilitate learning’s transformation into adapting.

· Ensure the USAID-compliance and integrity of learning operations.

Qualifications:

· Master’s degree in international development, strategic planning, project design and implementation, monitoring and evaluation methodologies, or a related field.

· Eight years of direct experience developing and managing monitoring systems and/or conducting social science research.

· Five years of experience managing staff conducting monitoring and/or research efforts.

· Demonstrated skills and experience in statistics and computational analysis.

· Preferably, three years’ experience living and working in developing country environments.

· Quality past performance references.

· Fluency in written and spoken English required.
