International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over two hundred projects. IBTCI serves government agencies, private sector companies, and several donor agencies. IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.
Proposal Objective:
IBTCI is preparing a proposal response for the anticipated multi-million-dollar, five-year Monitoring, Evaluation and Learning (MEL) Contract in Uganda. The purpose of the Contract is to strengthen the performance of USAID/Uganda and its Implementing Partners (IPs) in collaborating, learning and adapting to improve the relevance, quality and sustainability of USAID-supported contributions to Uganda’s development.
Position Description:
IBTCI is seeking a Director of Learning who will have primary responsibility for delivering systematic learning results, through applied research, monitoring and evaluation, informs and improves the relevance, quality and cost- effectiveness of programs and operations in Uganda.
Responsibilities:
S/he will provide vision and leadership to the USAID/Uganda Learning Activity “learning” agenda;
Ensure the quality, timeliness and technological sophistication of services related to improving the integrity and usefulness of USAID/Uganda monitoring and reporting systems;
Ensure the quality, relevance, technological sophistication and timeliness of provided evaluations, analyses and assessments;
Deepen USAID/Uganda’s existing learning capabilities and introduce improved avenues to learning;
Lead contributions to USAID/Uganda’s efforts to deliberately draw contextual, programmatic and operational learning from its monitoring, evaluation, analytical and assessment efforts; and
Facilitate learning’s transformation into adapting.
Qualifications:
Master’s Degree in a social science or a Bachelor’s Degree in a social science relevant to USAID/Uganda’s CDCS with five years management experience in international development (in addition to the eight years’ experience below) for those without a Master’s degree. (Note: Education requirements are a preference and are highly desired.)At least eight years of direct experience developing and managing monitoring systems and/or conducting social science research.
Five years of experience managing staff conducting monitoring and/or research efforts.
Preferably, demonstrated skills and experience in statistics and computational analysis.
Preferably, three years’ experience living and working in developing country environments
