Early Childhood Development and Youth Specialist – Mbarara – U.S. Agency for International Development

About USAID Project:
TPO Uganda is part of a consortium of NGOs led by Catholic Relief Services (CRS) as the prime and ANPPCAN, ACODEV and Futures Group that have been awarded a grant by USAID to implement a 5 year project titled “Sustainable Outcomes for Children and Youth in Central and Western Uganda.” The project aims to improve the health, nutrition, education and psychosocial wellbeing of 625,000 vulnerable children consisting 101,500 households.

Job Summary: The Early Childhood Development and Youth Specialist will technically support the referral network between public, private and faith based health facilities and socio-economic services for OVC households; with a specific focus on increasing the capacity of service providers to make referrals and offer child friendly services for very young children (ECD) as well as age-appropriate services to very young adolescents. The incumbent will work in liaison with the Household Economic Strengthening Specialist, the Early Childhood Development and Youth Specialist will also ensure that youth are participating in savings programs, income generating livelihood activities and life skills education in their region.

Key Duties and Responsibilities:
Provide strategic leadership of programmatic activities concerned with training and youth empowerment and development.
Provide creative vision, technical design, and implementation oversight to the training and development component of the youth development program.
Manage and contribute technical input on youth development training and develop the creation of appropriate training curriculum for youth and youth-serving professional
Technically support the formation of and activities for youth- serving organizations and networks.
Ensure that activities and milestones are implemented on track and that deliverables are of high quality.
Work in liaison with other partners and program staff to ensure project targets are achieved and exceeded. Maintain and strengthen effective working relationships with local partners and stakeholders, including government
Work closely with the team, contribute to the development and manage the implementation of annual technical work plans/targets, budgets, and reports.
Actively coordinate strategy and activities with any implementing partners, national and local government authorities involved in and responsible for economic development.
Coordinate closely with other team members and stakeholders on data collection to measure impacts, incomes, household and business investments, and savings.
The incumbent will serve as the technical lead and supervise staff and/ or consultants in the following areas: public-private partnerships, enterprise development, child labor prevention; workforce development for legally aged working children; occupational safety and health (OSH)/decent work, vocational education/ training, microfinance/micro insurance access,
Youth and women’s empowerment or youth civic engagement
Producing timely, informative project reports, capturing project highlights and challenges.
Ensure that the program is implemented according to design, quality standards and schedule.

Qualifications, Skills and Experience:
The applicant should preferably hold a Bachelor’s Degree in Social Sciences, Development Studies or a closely related field is required.
At least three years’ experience working in projects promoting livelihoods, training, and development interventions in areas including skills training, youth employment, income generation, entrepreneurship, youth civic engagement and leadership development, and social services for donor-funded development programs required.
Demonstrated technical expertise in public-private partnerships, enterprise development, vocational education /training, microfinance/micro insurance access, youth and women’s empowerment, and child labor prevention.
Detailed knowledge and understanding of youth empowerment and development issues and experience in projects promoting leadership development.
Demonstrable training skills, development of training materials and capacity building of community based organizations.
Excellent interpersonal, oral and written communication and negotiation skills. Fluent written and spoken English.
Supportive attitude towards processes of strengthening staff capacity;
Leadership qualities, personnel and team management including mediation and conflict resolution;
Demonstrated skills in critical thinking, assessment and analysis; strong competency in conceptualizing and designing strategic frameworks;
Excellent communication, team building and training skills with the ability to establish and maintain effective working relations in and outside the organization;
Skills in report writing and presentation to ACODEV Management and other stakeholders.
Extremely flexible, and have the ability to cope with stressful situations.
Possess the ability to maintain performance expectations and strong working relationships in diverse cultural contexts, psychologically & physically stressful environments
Past experience with and enthusiasm for on the job training.
Computer literacy i.e. knowledge of Microsoft Office software (Word, Excel, Outlook, and Internet) required.
Desire to work effectively in a team oriented environment.
Ability to travel within rural Uganda.
