Economist – Competition and Monitoring – Electricity Regulatory Authority – Kampala

About Us:
The Electricity Regulatory Authority (ERA) is a statutory body established in accordance with the Electricity Act, 1999 (Chapter 145, Laws of Uganda). The Act empowers ERA to regulate the Generation, Transmission, Sale, Export, Import-and Distribution of electrical energy in Uganda.

Job Summary: The Economist – Competition and Monitoring will review and monitor compliance with license terms and conditions, monitor quality of service conditions of the licensees and oversee competition in the electricity market.

Key Duties and Responsibilities:
Keenly review the commercial and financial feasibility studies of applicants for licenses and advise on viability
Prepare quarterly and annual reports on financial and commercial performance of the Licensees
Keenly monitor financial and commercial performance of generation projects under construction, and projects undertaking feasibility studies
Develop an effective monitoring and evaluation framework for monitoring financial and commercial compliance of licensees to stipulated terms and conditions of the licences
Develop and update performance benchmarks for the electricity Supply Industry across the region
Develop, update and monitor compliance of Licensees to Quality of Service Standards
Keenly analyze and advise on the Electricity Supply Industry investment requirements (Short, Medium and Long term) and quantify the impact on the tariff path
Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:
The ideal applicant for the Electricity Regulatory Authority (ERA) Economist – Competition and Monitoring career opportunity must hold a Master’s degree in Quantitative Economics, Economics, Finance or Financial Economics from a recognized University
A Honors Degree in Economics, Finance, Statistics, Commerce or other business relevant degree
An additional qualification as a Chartered Financial Analyst (CFA) or Chartered Certified Accountant (ACCA) will be an added advantage
At least three years relevant working experience
Highly proficient in Economic modelling relevant to the electricity industry
Knowledgeable about Electricity tariff structures and pricing levels
Proficiency in computer applications relevant in financial and economic analysis
Proficiency in research methodology
Should have good econometric analysis skills
Excellent report writing skills
Good team player
Excellent communication skills (written and oral)
Ability to work under pressure & meet deadlines.
Age: Between 25 – 35 years
