Job Summary: The ECTAD Uganda – M&E Assistant will be responsible for designing and supporting the operationalization and constant update of the M&E framework for the UN FAO EPT 2 project.
Key Duties and Responsibilities:
Based on the Logical Framework of the project, and the FAO and United Nations Evaluation Group (UNEG) guidelines for monitoring and evaluation of projects and programmes, develop an M&E plan outlining the process and result indicators that should be measured as part of the M&E process for the EPT 2 project, including establishing the baseline, annual and mid¬term reviews, endline survey and evaluation.
The M&E Assistant will develop a detailed workplan and Gantt chart for the M&E plan covering and sequencing all the tasks, resources and estimated duration of the processes and actions that will be required to establish a fully functional and progressively self-sustaining monitoring process for the project.
Contact and consult with all the relevant stakeholders engaged or involved in the project (including national institutions like the Ministry of Water and Environment (MWE), Ministry of Agriculture, and at district and community levels) and communicate this workplan and the support and collaboration required of them during the subsequent stages of establishing and operationalization of the M&E system.
Work closely with the M&E Unit and the Admin/ Finance, Operations and Procurement offices in Kampala, mobilize the resources required to implement this M&E workplan, including organizing consultative meetings/workshops, generating travel and procurement requests, identifying and assembling enumeration teams, and administratively facilitating and technically supervising any fieldwork involved.
The incumbent will develop the M&E database, and organize and lead the process of identifying data sources and collecting/ compiling the data for measuring the stated indicators in a cost-effective but accurate manner including, conducting rapid assessments and studies involving beneficiaries, key informants and other stakeholders. Ensure the database is updated with these data.
Serve as the focal point for the EPT 2 project for maintaining linkages with the overall FAO programme, country and corporate M&E processes as well as the UNDAF and inter-agency M&E efforts supported by the M&E Unit, and evaluation requirements and activities led by FAO’s Office for Evaluation (OED).
Perform any other related task requested by the FAO Representative.
Qualifications, Skills and Experience:
The ideal candidate for the Food and Agriculture Organization of the United Nations (FAO) ECTAD Uganda – M&E Assistant career opportunity should hold a University degree in Agriculture (with Economics specialization), Economics, Statistics or Social Sciences. Possession of advanced qualification (Masters or Post Graduate Diploma in Project Planning and Management, M&E, or Economics) will be of added advantage.
A minimum of three years of professional experience in M&E for a private or public organization, preferably with land, natural resource, food security and/or agriculture focused programmes.
Broad working knowledge on the technical aspects of developing and/or conducting M&E in agricultural, food security, land or natural resources management fields.
Excellent communication and report writing skills
Working experience with FAO and other UN agencies is an advantage
