Education in Emergency Project Officer – Plan International

Job Summary: The Education in Emergency Project Officer will be responsible for response planning, analysis and implementation of the education components of Plan’s emergency response in Adjumani Refugee settlement and host communities. The incumbent will work closely with the Emergency Response Manager, and other Plan staff, especially Education, ECCD and child protection with technical support from the National Education Specialist to ensure a rapid, proportionate and effective response. S/he will also take active role in needs assessments and analysis, planning, implementation, monitoring and supervision, timely reporting, representation in Education in emergency fora and follow up of the action plans, while suggesting improvements to project interventions. The Education in Emergency Project Officer will steer Plan’s efforts in networking, coordination and linkage of the Education in Emergency project interventions with the local government, education Cluster or working group and other stakeholders and technical agencies relevant to the sectors in the district.

Key Duties and Responsibilities:
· Carry out initial rapid and ongoing assessments of current situation in liaison with the Emergency Manager and Education Specialist and in collaboration with other Response Actor and affected population; align project priorities and immediate activities and resources
· Regularly review, assess and update the education situation in the refugee settlement and host communities affected by emergency
· Work closely with the Emergency Response Manager and other relevant staff, identify and assess potential partners and build partnerships to implement recommendations, where available or make recommendations on how to fill gaps.
· Work in liaison with the Emergency Response Manager and other support teams, take leadership in planning and quality implementation of the education project interventions in the refugee settlements and host community in the district
· The Project Officer will take leadership in the mobilization, organizing and facilitating project participants to actively participate in project activities for increased support, ownership and sustainability of interventions
· Compile and submit quality monthly, quarterly, annual work plan, including timely procurement plans and requests to the line manager, and ensure compliance to their implementation
· Actively monitor and evaluate the progress of the implementation of Plan education activities and draft recommendations for improved project delivery.
· Prepare quality regular and timely education progress reports to serve as standalone deliverables or to be included in the general emergency response reports for both donor and internal purposes.
· Ensure Plan’s continuous visibility in the camp and host communities and entire district, adequately represented in education clusters, stakeholders and Governmental and non-Governmental agencies meetings for the purposes of improved coordination, harmonisation and complementarity of interventions at the camp level.
· Support Donor and Plan International Country initiated visits to the refugee settlements and host community.
· Work closely with the entire Plan international Uganda education team and other thematic area staff in implementing and developing all aspects of the education project while integrating with other thematic areas and clarifying to the community the role and responsibilities of the different stakeholders including Plan.
· Work collaboratively with other support functions to ensure timely and effective delivery and distribution of the education response materials (Kits) to the beneficiaries
· Establish, build and maintain a good working relationship with the district Local Government Authorities, Community Local leaders, target schools, other humanitarian Actors and Plan staff for effective delivery of education project interventions
· Steer timely data collection, documentation and dissemination of the project interventions outcomes to the relevant stakeholders and ensure appropriate feedback mechanisms established and used to inform planning
· Perform any other duties as assigned by the Emergency Response Manager

Qualifications, Skills and Experience:
· The ideal candidate for the Plan International Education in Emergency Project Officer should preferably hold a University degree in Education or related field with good knowledge of Education Principles and Emergency Response.
· A minimum of four years’ experience preferably in an (I)NGO, with at least a minimum of 2 years successful assignment in an emergency situation/context
· Significant experience in education, child protection, psychosocial support, humanitarian affairs, human rights, and related fields.
· Detailed knowledge and understanding of DO NO HARM principles and established international child protection standards (especially UNCRC)
· Past experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, needs assessments or other related area. Experience in the Region of potential assignment is an asset.
