Emergency Response Manager – Kampala – Plan International

Job Summary: The Emergency Response Manager will build and strengthen Plan International Uganda’s ability to respond effectively to the South Sudan refugee situation in Adjumani by providing experienced management and technical leadership to disaster and emergency response project on the ground.

Key Duties and Responsibilities:
1. Assessment, Programme Design and Planning:
· Work closely with the Emergency response team to ensure emergency assessments are executed and from them an integrated emergency response plan and implementation and exit strategies are developed.
· Inform and update CD and Emergency response team of progress on assessment, emergency response plan, project plans and implementation, progress reports, and other significant developments.
· Manage the development of all project implementation plans and budgets within the framework of the Emergency Response Plan, Disaster Preparedness Plan and the DRM strategy.
· Support and guide the Emergency response team in securing donor funding for emergency projects.
· Carry out regular rapid needs assessments and detailed needs assessments when needed to guide and inform programme design, funding proposals and response plans.
· Render support in project design and proposal preparations for institutional and public funding opportunities.

2. Emergency Project Management and Implementation:
· Coordinate with humanitarian system and network with donors and other organisations in Adjumani and Kampala.
· Manage project monitoring, reporting and initiation of emergency activities in accordance with Plan’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
· Ensure emergency activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response.
· Manage and coordinate logistics and operations support to facilitate the emergency response under this ToR.
· The incumbent will ensure timely communication and information management flow internally and externally (UNHCR, UNICEF, WFP, INGOs etc.) and the donor (ECHO).
· Represent Plan Uganda in interagency and/or cluster meetings at national (Kampala) and sub-national (Adjumani) levels.
· Support development of project documents for internal distribution.

3. Human Resources:
· Ensure all Emergency Response personnel understand and carry out their duties in accordance with humanitarian principles, Plan values, the Red Cross Code of Conduct and SPHERE.
· Create the conditions to ensure effective teamwork and morale.
· Carry out performance appraisals of Emergency Response Team staff and ensure regular feedback and mentoring on individual performance.
· Ensure that human resources implications for the team and plan for both existing and anticipated emergency response are fully assessed, identified, described and communicated.
· Actively monitor on-going human resources issues and make recommendations and adjustments accordingly.
4. Public Relations / Information / Media / Representation:
· Work in close collaboration with the emergency response team and Communications Officer in the development of an emergency response communication plan;
· Ensure all information, publicity and fundraising material recognises and respects the dignity of disaster victims.
· In Manager will be in charge of building and maintaining positive working relationships with other institutions involved in the project, including the local government.
· Ensure that DRM narrative and financial reports are of high quality and submitted in a timely manner.
· Regularly and in a timely manner prepare and submit to emergency response team high quality Sitreps relating to the post-holders scope of work.
· Develop, maintain and strengthen relations with other agencies working in the same geographic or technical area.
· Represent PLAN in all relevant fora as required.
5. Safety and Security:
· Ensure all personnel understand individual and collective responsibilities for safety and security.
· Work closely with the Security focal person at Country Office to ensure compliance with Plan Security Guidelines and their effective application in the local context.
· Monitor the operational environment with respect to increased level of threat and advise the Country Security focal person and ERT accordingly;
· Ensure that Plan members are kept advised of changes and threats to the security of Plan staff, assets and operations.
6. Programme Support:
· Ensure that administrative support functions are established and maintained in accordance with PLAN International administrative policies and procedures.
· Work in liaison with the Country Finance Manager to establish and maintain a financial management and accounting systems for the emergency response project
· Oversee the mobilisation of financial resources related to emergency activities.
· Ensure with the ICT Manager that secure and reliable communications/ information management facilities are established and maintained.
· Work closely with the Country Admin and Procurement Manager to ensure the establishment and maintenance of a functional procurement and supply chain management system;
· Ensure that all PLAN International corporate system (SAP, HRIS, Monique etc) are well managed and updated.

Qualifications, Skills and Experience:
· The Emergency Response Manager should possess a University degree in relevant field
· At least three to five years’ humanitarian aid experience is required.
· Prior management experience in programme and operations in NGO emergency responses.
· Emergency preparedness and response practice. While this is a general role, experience and expertise of at least one thematic sector will be an added advantage (i.e. child protection in emergencies, education in emergencies or WASH).
· Grant fundraising and accurate disbursement of funds.
· Working knowledge of ECHO and other key donors for emergency responses and their procedures.
· Detailed knowledge of how flash appeal and emergency funding mechanism work and experience of submitting successful proposals into such mechanisms.
· Working knowledge of the Code of Conduct for the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief, Humanitarian Charter, Sphere Standards, HAP standards, People in Aid Code, Core Humanitarian Standards, Child Protection Minimum Standards, Education in Emergencies Standards and relevant IASC guidelines will be an added advantage.
· The applicant should possess finance, administration, information management and telecommunication skills
· Proficiency in information technology/ computer skills is required.
· Excellent communication skills: well-argued plans for response that can be justified and delivered, persuasive of others.
· Commitment and adherence to humanitarian values and standards.
· Willingness to make rapid decisions even with inadequate information but ready to reflect and adjust course of action if necessary.
· Focused and striving for the delivery of programme.

· Fluent English is required. Knowledge in another language used in the area of implementation is an advantage.
