About US:
The Ministry of Trade, Industry and Cooperatives (MTIC) has received financing from the World Bank towards the Great Lakes Trade Facilitation Project (GLTFP) which aims at facilitating cross-border trade (CBT) by increasing the capacity for commerce and reducing the costs faced by cross borders traders, especially women traders. The GLTF Project will support improvement of the border trade infrastructure and border market facilities at Mpondwe, Goli and Bunagana. Other activities include CBT Policy and Procedural Reforms and Performance-Based Management. Infrastructure related activities will require preparation and implementation of comprehensive ESIAs, ESMPs, and RAPs in accordance with the law and governing procedures of Uganda and the World Bank.
Job Summary: The Environmental Specialist will provide expertise for the management of environmental safeguards most especially in developing and implementing the ESIAs, ESMPs and the RAPs.
Key Duties and Responsibilities:
Providing safeguards expertise to the GLTF Project;
Preparing internal environmental and social guidelines for the preparation, implementation, monitoring and reporting of environmental documents required by various safeguards instruments;
Tasked with reviewing ESMF and coordinating the development and implementation of the ESMP, ESIAs, and other environmental safeguards in compliance with relevant safeguards policies of the Government of Uganda and the World Bank;
Providing recommendations to Project Implementation Unit (PIU) and make necessary changes prior to submission of relevant safeguard instruments to the World Bank, ensure consistency in the level of proficiency and presentation of the documentation;
Supporting PIU in the review of documentation pertaining to environmental compliance with a focus on bidding documents, reviews on-site, reports from contractors etc. during project implementation;
Actively contribute to project progress reports pertaining to overall implementation of environmental requirements of the project, including prevention and mitigation;
Coordinating and facilitating the work of consultants engaged to carry out environmental and social impact assessments and resettlement planning and monitoring of safeguards instruments implementation;
Responsible for preparing training materials, and conducting technical training workshops to PIU staff and project implementation agencies on environmental safeguards requirements;
Undertaking field visits to ascertain if the grievance redress mechanisms established for the project are functioning appropriately and the individual projects are implemented in an environmentally sustainable manner;
Tasked with the collation of appropriate performance and monitoring indicators to input into the Monitoring and Evaluation (M&E) Framework of the project;
Tasked with the preparation of Quarterly/Annual Environment Monitoring and Evaluation reports
Perform any other related task as shall be designated by the Project Coordinator
Qualifications, Skills and Experience:
The applicant must hold an MSc degree in Environment and Natural Resources Management or related areas from a recognized institution.
A minimum of eight years’ experience in the field of Environment and Social Impact.
Extensive knowledge in environmental safeguards management including implementation, monitoring and reporting.
