The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide. About USAID SL@B Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is implementing the Saving Lives at Birth (SL@B) project that aims at development of a Model for National Scale-up of the Pratt Pouch to Expand Infant Nevirapine prophylaxis in Uganda to Prevent Mother-to-child Transmission of HIV, and Save Infant Lives. The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), the Ugandan Ministry of Health (MOH) and Pratt Pouch Consulting will be introducing and scaling up the Pratt Pouch in Uganda’s ANC, delivery, and PNC services. To build an effective model for national scale-up, the project will utilize the Pratt Pouch as an improved infant ARV prophylaxis delivery mechanism to improve dosing accuracy and expand NVP access to HIV-exposed infants in up to 20 districts to decrease the number of HIV-infected infants at six weeks of age.
Job Summary: The Evaluation Officer will support the Project Coordinator through steering the planning and implementation of the evaluation-activities under the Saving Lives at Birth (SL@B) project activities. The incumbent will work closely with MOH and implementing partners to develop and implement robust evaluation activities in the project supported districts; and coordinate capacity building activities high end data management processes to inform the evaluations.
Key Duties and Responsibilities:
The Evaluation Officer will set-up site level high data quality data management systems.
Support the Data Enter Officer to ensure timely and accurate entry of data into the project electronic databases.
Offer timely support in analyzing and writing of monthly, quarterly, semi-annual and annual programmatic district performance reports and their submission in stipulated deadlines
Render support in data auditing and verification to assure internal consistency and validity of project activity monitoring data reported
Assist in data analysis, review and interpretation to inform program implementation
Provide support in the coordination and execution of events in the department such as, organizational and project learning by developing, collecting and disseminating relevant information on monitoring, evaluation and research.
Work in liaison with the project coordinator, the monitoring and Evaluation team to ensure timely data collection, implementation of project evaluation activities.
Actively contribute to writing of the various evaluation protocols required during the project implementation cycle.
Coordinate IRB approval process, collaborate with the global research team to leverage global expertise and share experiences.
Identify and document lessons learnt during the course of implementation of the project that will contribute to understanding the health workers perception, acceptability, forecast and quantification, dispensing and use of the repackaged infant Nevirapine.
Qualifications, Skills and Experience:
The applicant for the USAID SL@B Project Evaluation Officer should hold a degree in Epidemiology, MD or similar advanced degree in public health, maternal child health or HIV related health science.
A minimum of five years of professional experience in Monitoring and Evaluation.
At least three years’ experience in clinical or implementation/operations research and evaluation required.
Proven experience in providing technical support to health professionals in evaluation design, quantitative, qualitative, and/or operations/implementation research methodologies, and study implementation in developing countries.
Excellent analytical skills in relation to developing tools, methods and approaches to research and evaluation.
Excellent organizational skills; ability to manage multiple tasks and provide quality deliverables according to established deadlines.
Broad knowledge and understanding of current HIV, PMTCT, MNCH, HIV care and treatment.
Experience in working for an international NGO in developing countries.
Working knowledge of USAID procedures, rules and regulations.
Working knowledge of protection of human subjects in research and ethics regulations to ensure compliance with all local and international requirements.
Excellent working knowledge of major databases and analytical programs including MySQL, Visual Basic, MS access, MS excel, STATA, SPSS and Epi Data, and GIS.
Demonstrated experience in the development of research proposals and management of research in developing countries.
Excellent organizational skills, with ability to prioritize, take initiative and follow-through.
Extensive knowledge of the Uganda health sector.
