Centre for Basic research (CBR) was established in 1987 as an independent research organization registered as an NGO in Uganda. The mission of CBR is to generate and disseminate knowledge by conducting basic and applied research of social economic and political significance to Uganda in particular and Africa in general so as to influence policy, raise consciousness and improve the quality of life. CBR was one of the pioneers in articulating the need for Ugandans to define the national agenda through creation and use of locally generated knowledge. Over the years CBR research agenda has included democracy, governance and constitutionalism, gender studies, decentralization, land tenure and land use, social movements, labour studies and cultural studies, among others. CBR also seeks to contribute to research capacity building in the country. To this end, CBR runs intensive programmes to build research skills and create researchers capable of independent thought. Most of the work produced by CBR has been in form of working papers, policy briefs and books.
Job Summary: The Executive Director will provide overall intellectual leadership; research and knowledge management; human resource, financial and administrative management. The Executive Director will provide research leadership, policy and administrative direction and guidance over the organization’s activities.
Key Duties and Responsibilities:
1. Leadership:
· Participate with the General Meeting in developing a vision and strategic plan to guide the organization
· Identify, assess, and inform the General Meeting of emerging internal and external policy and research issues relevant to the organization
· Provide research and intellectual leadership
· Foster effective team work in the Organization
· Actively participate in local and international research conferences/fora
· Create opportunities for CBR researchers to share their research findings in local, national and international fora
· Maintain CBR visibility and reputation as a leading national research institution
· Manage the efficient and effective day-to-day administration of CBR
· Oversee the implementation of the human resource policies, procedures and practices
· Implement a robust performance management system that promotes the achievement of results for all staff and researchers
· Seek opportunities for further development of CBR researchers and staff
· Serve as the primary custodian of all CBR assets and properties
· Execute any other duties assigned by CBR Governance Organs
2. Financial Planning and Management:
· Manage the development and implementation of a fundraising strategy
· Administer the funds of the organization according to the approved budget and monitor the cash flow of the organization
· Provide the General Meeting with comprehensive, regular reports on the revenues and expenditure of the organization
· Ensure that the organization complies with all financial and tax laws and obligations
3. Public relations/Advocacy:
· The individual must be self-driven, experienced and resourceful with the ability to network at all levels
· Communicate with stakeholders to keep them informed of the work of the organization
· Ensure timely dissemination of CBR research findings, publications and annual reports
· Build and strengthen working relationships and collaborative arrangements with academic and research institutions, civil society, development partners and other organizations to foster achievement the goals of the organization
Qualifications, Skills and Experience:
· The ideal candidate should preferably hold a Master’s Degree from a recognized/ reputable university. A PhD is an added advantage.
· At least five years’ experience working in an academic institution, civil society organization or research institution of international repute of having a comparable research experience, two years of which should be in a senior leadership role as a senior lecturer, senior programme officer, senior research fellow or general management.
· Excellent track record at regional or international level in research and advocacy management.
· The applicant must have published two (2) peer-reviewed publications, including journal articles or comparable research work.
· Strong financial management, budgeting and lobbying skills
· Demonstrated ability to fundraise and manage funds
