Job Summary: The Extractive Industries Coordinator will provide leadership to all Extractive Industry (EI) and Public Policy initiatives, and gives specialist capacity building relating to El within the country team. The incumbent will also work closely with the wider Oxfam EI team.
Key Duties and Responsibilities:
Provides leadership to Extractive industry (EI) and public policy programming and manages the EI projects under the Active Citizenship Implementation Plan (PIP)
Adopts a “thought leadership” attitude and leads organised researches and analyses relating to Extractive Industry to develop a comprehensive understanding of poverty, extractive industry cycle, public policy, revenue and budget accountability, and the issues that influence it
Strengthens accountability in dealing with issues of access to Free Prior and Informed Consent and benefits from the EI by the most vulnerable women and men.
Provide support the Oxfam partnership selection and management processes through appropriate standards and approaches and builds partners’ and stakeholders’ capacity to achieve partner led approaches for sustainable change in the delivery of EI and public policy work Develops new project ideas, contributes to fundraising through writing proposals, concept notes and other necessary activities to secure funding
Works in close coordination with other Programme Team members and identifies and encourages synergies within and across programmes to achieve an integrated approach that supports the overall Country Strategy as far as practical;
Maintains awareness of the perception of Oxfam’s reputation on Active Citizenship programming and delivery in Uganda and recommends appropriate action to ensure that it remains respected and credible;
Adheres to all Oxfam project implementation requirements and standards, in relation to SAP management, purchasing, HR, finance, project cycle management, programme quality, programme learning Builds and fosters national & international alliances and networks relating to El internally and externally to encourage a joint accountability approach for achieving objectives, enhance sharing, programme learning and collaboration among relevant organizations and individuals.
Conducts regular monitoring and evaluation processes to continually assess organizational performance and delivery against agreed results and recommends action to ensure delivery is achieved;
Actively contributes to relevant lobbying, campaigning and advocacy work to increase others’ understanding of programme issues and to influence their approach and decisions
In support of Oxfam’s work Manages budgets, prepares high quality; and timely reports in compliance with donor grant requirements, and support the management of donor visits as appropriate
Qualifications, Skills and Experience:
The ideal candidate should hold a Bachelor’s degree in Development Studies, Social Sciences, Public Policy, Economics or other related discipline from a recognised university;
A minimum of three years mid-level leadership experience preferably within a large development or humanitarian organization;
Comprehensive knowledge and experience of implementing Extractive Industries initiatives
Previous experience and knowledge of programme development and delivery approaches
Project Cycle Management (PCM) principles, tools, methodologies and best practices;
Prior experience working with donors & partnerships
Good financial and project management skills
Broad knowledge and understanding of gender, sustainable livelihoods, human rights and their links to Extractive Industries
Excellent knowledge of the political economy of Uganda and regional dynamics
Prior experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change and undertaking media presentations;
