Lango Child and Community Development Federation (LACCODEF) is a registered Non-Governmental Organization, operating in Northern Uganda. The organization is an association of 8 community based organizations (Adita, Amuda, Dokolo, Acori, Apyennyang, Telela, Acenlworo and Ikwera. These communities are located in Dokolo, Apac and Kole districts in Lango Sub region. The organization started operations in 2008 and is a partner organization to ChildFund Uganda. LACCODEF’s vision is to have an empowered community where all children are well nurtured and their rights are observed.

Job Summary: The Federation Manager will be responsible for the provision of strategic leadership and initiate efficient and effective controls in the management of the Area Federation. The incumbent will take a lead in the development and implementation of strategic policies, initiatives and tools that enhance the quality and management of programme goals, objectives and policies ensuring high programming standards that result in children enjoying improved access to their rights and positive outcomes for children

Key Duties and Responsibilities:
Manage the implementation of all programming and operations in the area of operation.
Responsible for programme design and developing funding proposal to the donors.
Manage and ensure effective budget management through close monitoring and reporting on financial information.
Ensure that appropriate controls, systems and procedures are in place.
Oversee sponsorship programming including the development and implementation of sponsorship strategic business plans.
Regularly review strategic implications of sponsorship feasibility and on-going risk management.
Actively facilitate the integration of sponsorship in development programmes that promote child well-being.
Oversee the performance management for all staff.
Lead the monitoring and evaluation of all project activities in the area to determine the extent to which they are meeting objectives and determine modification /action needed to improve achievements. Participate in and/or supervise assessments for new projects as required.
Serve as the security focal point for the area .
Maintain an overview of the external context in area Federation – political, social, economic and humanitarian – providing regular updates and analysis to the Federation

Qualifications, Skills and Experience:
The incumbent should preferably hold a Bachelor’s degree (or equivalent) in Community Development, Community Psychology, Counselling, Social Work and Social Administration, Development Studies management or any social science discipline or equivalent relevant work experience. Possession of a Post Graduate Diploma in Project Management is an added advantage.
At least three years’ experience managing large development programs in an NGO, preferably in community development and/or child-focused programming (Development and Humanitarian)
Strong planning and organizational skills to meet programme goals.
Past experience supervising and evaluating program support and technical staff with the ability to lead and motivate others.
Proven experience in resource and financial management.
Strong proposal and report writing skills.
Excellent communication skills, diplomacy and experience in building relationships, fostering interagency coordination and representing an organization to external parties at a senior level.
Fluency in both written and spoken English.
Demonstrated technical expertise in such areas as: project, budget and resource management
Familiarity with and knowledge in program design; grant acquisition and management.
Skills in technical oversight and accountability of grant funded programs; resource stewardship, and cross functional coordination.
Computer proficiency in general Office software (i.e. Word, PowerPoint, Excel, and Outlook)
