Job Summary: The Gender and Youth Technical Manager (GYTM) position is being established to contribute to the integration of gender and youth responsive approaches in current and new projects, in alignment with CRS’ global agency strategy that prioritizes the equality of women, men, girls and boys, in all spheres of life. The position will directly contribute to CRS Uganda’s efforts toward design and implementation of high quality gender and youth initiatives that ‘promote right relationships’ among targeted families and communities. The GYTM will take primary responsibility to advocate for greater integration of gender and youth perspectives in CRS Uganda’s programs. The GYTM will also directly manage appropriate sectoral projects as assigned. The GYTM will provide mentoring and technical support to Gender and/or Youth Project Officers within specific projects, and s/he will chair the CP level Gender and Youth Working Group (GYWG). The GYTM will lead gender and youth analyses as the inception of projects, support preparation of issues-papers and case studies on gender and youth perspectives with the help of other CRS colleagues in the substantive work of the Program Department to ensure synergies in the promotion of gender and youth mainstreaming and achievement of the common goals. The GYTM will support the business development cycle, including: pre-positioning, proposal development and leveraging results. The GYTM will represent CRS at workshops and events with other stakeholders where information on gender and/or youth mainstreaming is requested. The GYTM will attend events on gender and youth and the substantive areas covered by CRS to disseminate information on progress made in gender and youth mainstreaming as necessary.

Key Duties and Responsibilities:
Coordination:
· Act as a contact person in gender and youth integration with other stakeholders and provide guidance on gender perspectives in all aspects of CRS Uganda programs and operations.
· The jobholder will chair Gender and Youth Working Group (GYWG) in developing and implementing annual action plans to integrate gender throughout programs and operations.
· Support preparation of proposals, issues-papers and case studies on gender and youth perspectives with the help of other CRS colleagues in the substantive work of the Program Department which would help ensure synergies as the basis for efforts to promote gender and youth integration and achievement of common goals.
· Support technical staff in setting indicators for assessing progress with gender and youth integration, adapted to the various types of CRS Uganda programs.
· Support the Program Managers in ensuring that CRS and partners are in compliance with gender and youth related donor requirements for their respective projects;

Monitoring, Evaluation, Accountability and Learning (MEAL):
· Lead detailed gender and youth analyses at the inception of new projects.
· Ensure gender and youth based indicators are covered in all projects’ MEAL systems.
· Regularly review project reports and ensure they capture required level of gender and youth disaggregated data and gender specific success stories;
· Support program managers and technical staff in incorporating gender and youth issues in project MEAL systems (performance questions, indicators, sampling methods, procedures, etc.). Assist in gender sensitive participatory planning and support implementation.
· Arrange for the dissemination of information from MEAL data on the degree to which gender and youth related objectives are being achieved and on the gender differentiated impact of the CRS Uganda’s projects.

Partnership:
· Take lead in providing technical support to local partners in developing effective gender and youth-focused project strategies;
· Support partner staff to communicate information from the field to the appropriate decision making forum on the level of gender integration in activities undertaken in all components, processes and impacts.
· Provide support, coaching, mentoring and technical guidance to partner gender officers;

Capacity Building and Supervision:
· Coordinate with Human Resources for the inclusion of gender and youth goals, objectives, and activities in CRS Uganda staff’s annual Performance Plans;
· Identify relevant training and learning opportunities for CRS staff to advance knowledge and skills in gender and youth, and manage a gender and youth learning agenda for staff to follow in alignment with CRS Learning policies and procedures.
· The incumbent will coordinate with Human Resources the inclusion of gender and youth learning agenda as part of CRS Uganda staff’s annual Learning and Development Plans.
· Supervise and mentor CRS Uganda project specific Gender and Youth Officers through a matrix management model, through shared project and partner visits, coaching sessions, and coordination with the Gender and Youth Officers’ direct line supervisors.
· Manage gender and youth projects and project resources (budgets) as appropriate.
· Offer technical assistance, as requested, to other projects implemented by CRS Uganda in the development of their gender and youth capacities.
· Develop capacity building plans and strategies; roll our agency-wide gender policies.

Representation:
· Attend important and relevant events on gender and youth and the substantive areas covered by CRS to disseminate information on progress made in gender mainstreaming as necessary.
· Represent CRS at workshops and events where information on gender and/or youth integration is requested.
· Performs other related duties as required.
Other: Carry out other duties as designated by the HOP.

Qualifications, Skills and Experience:
· The applicant for the Catholic Relief Services (CRS) Gender and Youth Technical Manager career placement should hold a Master’s Degree or equivalent experience in International Relations or Economics/Social Sciences or other relevant field;
· At least ten years of progressive management and technical responsibility, including supervising and mentoring multi-sectorial teams, for humanitarian and development assistance, preferably with an international NGO; preferred experience in youth workforce development, youth entrepreneurship, or youth peacebuilding.
· Strong and demonstrated prior experience working on integration of gender and youth considerations into project design, monitoring and evaluation;
· Demonstrated capacity to understand and advise on critical technical and operational issues related to gender and youth: education, job skills, employment creation, social cohesion, health, psycho-social wellbeing, HIV prevention.
· Broad knowledge of the Principles of Positive Youth Development and ability to assist CP staff and partners to understand, articulate and apply these principles in their work with youth.
· Prior experience working with MEAL development and integration in programming to capture gender and youth project-specific information to monitor change and outcomes, with experience in quantitative and qualitative data analysis highly desirable;
· Proven leadership and inter-personal skills with ability to build and motivate diverse and talented teams;
· Previous experience with participatory methods and partnerships;
· Prior exposure and experience in leading participatory analytical processes and learning;
· Demonstrated prior experience in conducting multi-sectoral trainings for adult-learners;
· Ability to self-manage and succeed in matrix management model;
· Proven ability to think strategically;
· Demonstrated proactive nature in resolving problems and leading a productive, committed team;
· Flexibility to work both in a team and independently;
· Excellent interpersonal and communication skills and the ability to work effectively with groups;
· Sensitivity to different aspects of diversity (cultural, religion), firm belief in teamwork and sensitivity to gender and youth perspectives;
· Demonstrated personal accountability and driven to serve others;
· Excellent English language oral and written communication skills;
· Experience working in a variety of developing environments required;
· Computer literacy i.e. proficiency in Microsoft Office suite (Word, Excel, PowerPoint and Outlook) required;
· Excellent, proactive communications and coordination skills essential;
· Willingness to work extended hours, dependent upon the task deadlines;
· Ability and willingness to travel regularly both nationally and internationally as needed.
