General Manager – Kampala – Uganda National Pipeline Company (U) Ltd

About Us:
The Uganda National Pipeline Company (U) Ltd (UNPC) is a private limited liability company that was incorporated under the Companies Act (2012) as a subsidiary of the Uganda National Oil Company (UNOC). The objective of the UNPC is to hold Government’s interest on behalf of UNOC in the oil/gas pipelines, storage facilities and associated infrastructure.

Job Summary: The General Manager will be the overall in charge of the administration of the Uganda National Pipeline Company and is also the Accounting Officer of the Company. The incumbent will be charged with providing strategic and visionary leadership to a dynamic team in achieving the efficient development and operation of oil and/ or gas pipelines, storage facilities and associated infrastructure.

Key Duties and Responsibilities:
The incumbent will serve as an ex-official member of the Board of Directors.
Provides general oversight of all UNPC’s activities, manages the day-to-day operations and ensures a smoothly functioning and efficient Company.
Manages the business aspects related to Government’s interests in pipelines and storage facilities in order to maximise shareholder value.
The jobholder proposes to the Board strategic and investment plans related to the development of pipelines and storage facilities for crude oil and refined petroleum products.
Actively participates in pipeline negotiations covering aspects of project structuring, Engineering/design, Procurement and Construction (EPC), Operations and Maintenance (0 & M) and Sales and marketing of crude oil and refined products;
Oversees the fiscal activities of the UNPC including budgeting, reporting and audit.
Develops and maintains appropriate systems to enable the Company to conduct its activities both lawfully and ethically;
Ensures the Company maintains high standards of corporate citizenship and social responsibility wherever it does business;
Actively participate in various engagements with petroleum industry Partners.
Perform any other duties as assigned by the Board.

Qualifications, Skills and Experience:
The ideal candidate should preferably hold a Master’s Degree in Pipeline Engineering or Mechanical Engineering or any relevant degree
Bachelor’s Degree (Hons) in mechanical Engineering or construction engineering from an internationally recognized University;
Possession of a Master’s Degree in Business Administration or equivalent from a recognized University would be an added advantage;
A minimum of ten years of relevant working experience in the petroleum business in a reputable, busy and successful company/organization;
Demonstrate both technical and commercial experience in pipeline and storage business.
Excellent knowledge of pipeline design, industry structure and operations.
Excellent knowledge in planning, routing, locating and design of pipelines, storage facilities and their operations.
Strong familiarity with industry standards, safety and regulatory codes
Previous experience in working in a leadership role in an Organization/ Company with diverse professionals.
Excellent project management, leadership and team building skills with sound ability to complete projects in coordination with other stakeholders
Excellent communication, personnel management skills and high level of integrity;
Be commercially astute and possess sound negotiation skills, combined with strong understanding of the petroleum transportation and storage business;
Ability to raise capital for the Company’s investments;
Stakeholder management and institutional building skills will be vital in working with Government’s leadership, international oil companies and any other Partners.
