Grants Compliance Specialist – Kampala – Plan International

Job Summary: The Grants Compliance Specialist will support the Plan Uganda teams to implement the compliance function in the design and implementation of grants projects. S/he supports compliance management, quality assurance and the reporting function for all grants in the portfolio.

Key Duties and Responsibilities:
· Technically support grants making processes and ensure that all donor compliance requirements are fully reflected in new project designs, contracts and other relevant documents in line with donor requirements.
· The incumbent will render support in the development of tools and systems for developing Plan Uganda’s sub-grants granting function and ensure that sub granting partners deliver to the expectations of the donor and the organization.
· In charge of developing and implementing tools and systems that allow for Plan staff and implementing partners to easily manage and track project deliverables and ensure quality and timely delivery in line with donor and Plan requirements.
· Build the capacity of Plan staff and Partners in compliance management and regularly conduct support visits with to ensure effective compliance management in the organization in line with donor and Plan Uganda policies.
· Offer technical guidance and support to program teams and partners in the area of grants compliance management in line with donor rules and the requirements the organization’s policies.
· Give recommendations for improvements in terms of compliance, effectiveness, and efficiency in grants implementation and make sure these are effectively followed and implemented by teams.
· Responsible for the development and oversight of the grants reporting schedule to ensure good quality reports and compliance with donor reporting requirements in line with donor contracts.
· Ensure that all projects designed have clear risk Management Plans and that these are effectively implemented during grant execution.
· The incumbent supports grants closure processes to ensure that these comply with donor contract and requirements and they are in line with Plan Internationals policies and standards.
· Keenly analyze common compliance challenges, best practice and lessons across all grants and share with RMM as part of documentation and knowledge management.
· Ensure Child Protection issues are fully in built in grant design processes and followed up during implementation.
· The Grants Compliance Specialist will perform any other duties as assigned by the Resource Mobilization Manager.

Qualifications, Skills and Experience:
· The Plan International Grants Compliance Specialist must hold a Bachelor’s degree required, with a business related field, Social Work and Social Administration Development studies or Social Sciences
· At least three years’ experience, two years in a non-profit and/or international organization; accounting knowledge is an added advantage.
· Detailed working knowledge of the rules, regulations and policies associated with financial regulations and grants management.
· Possess the ability to manage and train staff in a cross-cultural setting.
· Excellent English skills, especially written.
· Excellent coordination and networking skills
· Excellent training and facilitation skills
· Prior experience handling sensitive and confidential information.
· Excellent communication skills
· Information management skills
· Financial and program literacy;
· Computer proficiency with business software applications (i.e. Word, Excel, PowerPoint, Outlook, etc.).

· Ability to be structured in a flexible environment.
· Ability to influence and manage change.
· Ability to meet deadlines
· Strong work ethic with excellent attention to detail.
· Flexibility to work during off duty hours if the situation demands
