About UEGCL:
Uganda Electricity Generation Company Ltd was incorporated in March 2001 under the Companies Act, 2012 on the basis of the Public Enterprises Reform and Divestiture Act, Cap 98 and Electricity Act, Cap 145. UEGCL is wholly owned by the Government of the Republic of Uganda. UEGCL’s key role is to – carry on the business of electric power generation and sale within Uganda or for export to neighbouring countries; build, operate and maintain Electricity Generation Plants; monitor the operation and maintenance of its Concessioned Assets – Nalubaale and Kiira Power Stations; provide Technical Support as and when required by the Government of the Republic of Uganda through the Ministry of Energy and Mineral Development; Implement Flagship Hydropower Plant Projects of Karuma (600MW) and Isimba (183MW; organize, support, encourage and maintain training facilities in technical and related fields, amongst others.
Job Summary: The Head of Business Performance will steer and manage the Business Performance Department and ensure existence of an effective performance management framework that supports continuous performance improvement of the company; leading corporate performance management through Balanced Scorecard framework; coordinating innovation and key business re-engineering programmes; setting clear objectives in order to maximize divisional, departmental, and individual performance; coordinating knowledge management and transfer from both internal and external sources.
Key Duties and Responsibilities:
Implement and institutionalize an effective accountability system across the Company through a rigorous Strategy Execution management process.
Develop and steer a strategic communication plan to ensure deep understanding and execution of strategic objectives by all employees via effective alignment of the Company Vision, Mission, Values, strategy, structure, and skills.
Steer and coordinate the development of the Annual Planning Cycle for all Divisions and ensure alignment to the Strategic Plan.
Drive the translation of the Company Strategy into Strategy Map and Balanced Scorecard by standardizing terminology and measurement definitions across the organization and explicitly define objectives /measures and targets.
Establish and ensure effective implementation of an appropriate Strategy monitoring and evaluation framework to assess UEGCL compliance with strategic and operational plans.
Works in liaison with Division Heads to ensure robust mechanisms for continuous operational and business improvement processes, performance measurement systems are in place to ensure sustainable efficiency improvements.
Ensure that a credible and robust operating performance data base is well maintained and generate necessary information for objective decision making of the Board and Top Management of the UEGCL.
Manage accountable Business Performance reporting to provide performance insights and required mitigations through cascading Balanced Scorecards to both Senior Executives in Business and Support functions.
Conduct continuous Business Processes Analysis and Improvements based on continuous process value analysis relative to the strategy and integrate the Balanced Scorecard and incentive mechanisms.
Ensure that high impact tactical business re-engineering programs are developed and implemented to achieve UEGCL Strategic objectives.
Ensure that business re-engineering programmes are effectively monitored, evaluated and feedback on way forward given to management.
Prepare Board papers including the CEO reports and Quarterly Strategy Execution progress reports and performance status reports for the Board.
Actively coordinate monthly operational review meetings and quarterly strategic review meetings to examine progress and overall business performance.
Keen tracking, monitoring and progress reporting on Top Management decisions as well as preparation and development of corporate presentations.
Manage the internal performance contracting process by leading and coordinating target setting, negotiations & signing between Board, Management and Staff.
Manage the development of knowledge harvest and management framework and implementation of knowledge transfer within the organization.
Coordinate and drive comparative competition, best-practice benchmarking & knowledge sharing, both internally and externally.
Provide Technical Support to CEO’s Office on operational and strategic issues.
Ensure that implemented development projects and programmes are effectively evaluated in respect to efficiency, effectiveness and impact, and advise management accordingly.
Ensure accurate documentation of the company’s business re-engineering initiatives for possible company image enhancement.
Actively participate in reform initiatives related to UEGCL with other stakeholders e.g.MEMD, ERA, MoFPED, etc.
Actively coordinate preparation and submission of departmental budgets and plans for approval and ensure effective monitoring and management of costs.
Coordinate with the Human Resources Division to identify, develop, deploy and retain talented staff within the division including completing performance appraisals, personal development and succession plans effectively and on time in accordance with the established performance management system.
Carry out any other tasks that may be assigned from time to time.
Qualifications, Skills and Experience:
The Head of Business Performance should possess a Degree and Postgraduate qualification in Engineering, Business Management, Economics, Statistics or related discipline.
Affiliation to the relevant professional bodies will be an added advantage
At least five (5) years’ of post qualification experience in a vibrant organization
Possess professional skills and experience in Performance Management, Institutional Development, Monitoring and Evaluation and systems development
Proven leadership and negotiation skills
Excellent planning and organizational skills
Excellent analytical and problem solving skills
Excellent communication, facilitation and presentation skills.
Thorough knowledge and understanding of corporate and industry practices, processes, and standards
Proven ability to establish and maintain effective business relationships and partnerships with key stakeholders.
Excellent interpersonal skills and high level of integrity
Self-drive, resilience and strong attention to detail and highly organized
Computer literacy skills
