Head of Development and Production – Kampala – Uganda National Oil Company Limited

About Us:
The Uganda National Oil Company Limited (UNOC) was established under Section 42 of the Petroleum (Exploration, Development and Production) Act 2013 and incorporated under the Company’s Act 2012. It is a limited liability company wholly owned by the Government of Uganda. The overall function of UNOC is; “To handle the State’s Commercial interests in the Oil and Gas industry.”

Job Summary: The Head of Development and Production will manage the company’s development and production operations to maximize value for the company.

Key Duties and Responsibilities:
In charge of the development and production drilling operations; enhanced recovery operations as well as defining production forecasts and preparation of annual production reports.
Advise on technical phases of exploitation, completion, fluid recovery, and remedial work. Assist with the planning and obtaining approval for appraisal and development programs. Oversee both drilling and production operations i.e. the everyday management of producing fields, including drilling, well completion, production handling and treatment, and equipment and facilities selection and design.
Tasked with managing oil and gas reservoir performance, calculation of recovery and profitability, and devise means of increasing ultimate recovery for both independent and Joint venture Assets. Ensure that production targets, as set by the organization, are met or exceeded.
Head the preparation and evaluation of Field Development Plans, Petroleum Reservoir Reports, Reservoir Management Plans and other technical proposals and reports. Coordinate the review of technical reports by the Joint Venture Partners.
Adequately participate in negotiation of joint venture agreements. Participation in meetings with Partners and Authorities, when required.
Provide support in the development of operational procedures and ensure that all development operations are conducted according to approved procedures.
Establish maintenance programs which will avoid downtime and loss of production and which will ensure that the surface facilities achieve their design life.
Supervising the Geophysical & Geotechnical Survey works, FEED for development and production operations. Ensuring data gathering for all operations is adequate and that such data is stored in an efficient manner.
Optimize costs and mitigate against potential overruns
Ensuring preparation of the Internal reports of estimated reserves by well, field, region, and company and work with independent reserves evaluation firms that prepare independent reports of the company’s reserves.
Ensure that wells are drilled, completed and tested in accordance with approved-work programs and budgets and in compliance with the Company’s procedures/ standards and the Laws of Uganda
Work in liaison with the Contracts and Procurement Department to ensure appropriate contracting and procurement strategies are employed on UNOC operations and effective selection and management of service companies and vendors.
Identify, promote and lead cost reductions, synergies, exchange of best practices both internally and between Joint Venture Partners.
Supervise the geoscience, drilling and Geoscience/GIS data sections

Qualifications, Skills and Experience:
The applicant should preferably hold a Master’s Degree in Petroleum Engineering, Petroleum Geosciences or any relevant degree.
Post graduate qualification in management of petroleum development and production operations will be an added advantage
A minimum of eight years’ experience in Petroleum E&P operations.
Previous experience in Project Development & Management especially in joint venture operations is an added advantage.
Excellent negotiation and communication skills.
In-depth knowledge of managing development and production operations, good knowledge of Health & Safety standards and operational procedures.
