Job Summary: The Head of Procurement and Logistics will be responsible for the procurement of goods, works and services as well as logistics management. The overall function of the role is to provide a quality control function to ensure that UHMG policies and procedures are implemented consistently and correctly. The incumbent is required to perform his/her job in a way which encapsulates integrity and probity. She or he will be results-oriented and ensure the quality of service delivery is consistent, efficient and responsive, including effective management of stakeholders as well as resolving queries and complaints.
Key Duties and Responsibilities:
1. Planning and Budgeting:
Develop an annual departmental work plan and financial budget and monitor their implementation in line with the business plan.
Develop and Implement strategic procurement initiatives including but not limited to a sourcing strategy, supplier selection, and evaluation, quality management, and supplier relationship management.
Steer and coordinate the process of preparation of procurement plans to ensure timely completion, and strict adherence to the plans.
2. Administration and Logistics:
Periodically review the procurement policies and procedures to ensure relevance and congruence with UHMG’s business strategy.
Consolidate all procurement needs of the organization and implement an effective stakeholder management system to ensure timely execution.
Plan and coordinate the procurement process of the organisation to ensure it is compliant with the set policies, and that there is value for money.
Maintain accurate monthly records of procurement and pricing trends.
Manage and prepare the bi-annual stock taking report on fixed assets, stationery, and other consumables.
Establish and communicate purchasing policies and guidelines that effectively balance administrative burden, cost savings and risk/liability
Actively facilitate the functioning of the Procurement Committee and provide adequate, timely and correct information to the committee, to ensure implementation of procurement processes in accordance with established procurement guidelines.
3. Resource mobilisation and Performance Management:
Supervise and manage the performance and development of staff in the department in line with the Organisation’s goals, objectives, policies and regulations.
Identify funding opportunities and liaise with the Resource Mobilization unit to coordinate efforts to mobilize financial resources.
Qualifications, Skills and Experience:
The applicant should hold Professional Qualification in Procurement such as CIPS.
A minimum of five years’ experience in managing the procurement function in a busy organisation or public entity. Additional skills:
