About US:
The Uganda AIDS Commission (UAC) was established in 1992 by an Act of Parliament (Cap 208) and is situated under the Presidency of the Republic of Uganda. The Act provides for the Commission to Oversee, Plan and Coordinate AIDS Prevention and Control activities throughout Uganda – in particular to mobilize, expedite and monitor resources for the HIV/AIDS control programmes and activities.
Job Summary: The Head Resource Mobilization will primarily develop and implement annual, medium and long term resource planning and mobilization in HIV and AIDS Programming for the National Response.
Key Duties and Responsibilities:
Forecast the resource needs for both UAC and the HIV/AIDS National Response
Identify both the existing and potential sources of funding, assessment of their current usage and potential for the future;
Prepare proposals in search of funding opportunities
Identify and quantify the requirements for resource planning and mobilization
Prepare budgets : quantification and costing of needs
Determine the criteria for resource allocation and establish ceilings for both internal and external sources of funding
Design and or improve the indicators for tracking expenditure

Develop an expenditure tracking tool and advise Management on the expenditure of the resources
Actively monitor the utilization of resources for the HIV/AIDS National Response , if possible through a multi-sectoral working group and inform relevant stakeholders of the situation
Compile and submit reports for development partners and other key stakeholders on the availability, allocation and utilization of resources for the response to HIV/AIDS in conformity with the agreed reporting requirement
Carry out resource mapping for the HIV/AIDS National response
Develop strategies and approaches for Resource Mobilization (HIV and AIDS Financing Strategies) i.e. Commodity Forecasting, HIV and AIDS Resource Tracking, Financial Prioritization etc
Actively coordinate and follow up the implementation of resources mobilization strategies
Negotiate and draft agreements with the different funding agencies or stakeholders, ensuring compliance with agency/stakeholder requirements
Qualifications, Skills and Experience:
The candidate should preferably hold a Master’s Degree in Business Administration, Economics, Statistics, Social Sciences, International Relations or Political Sciences from a recognized institution.
A minimum of ten or more years working experience three (3) of which must have been served at a national or international level involving multi-stakeholder projects and partnership development
Relevant experience in research and policy-level analysis
Some experience in design, monitoring and evaluation of development projects
Demonstrates integrity by modeling the UAC’s values and ethical standards
Proven ability to lead formulation of strategies and their implementation
Ability to negotiate with donors and internal units; ability to identify and analyze trends, opportunities and threats to fund-raising
Demonstrates strong oral and written communication skills
Demonstrates good presentation and negotiation skills
Ability to plan and organize work
Ability to work with minimum supervision
Strong IT skills
Leads teams effectively and demonstrates conflict resolution skills
Consistently approaches work with energy and a positive, constructive attitude
Builds strong relationships with clients and external actors
Should demonstrate creativity and innovation
