Health Systems Strengthening HSS Grant Coordinator – Kampala – Ministry of Health

About US:
The Government of the Republic of Uganda under the Ministry of Health has received funding from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support among other things recruitment of key staff to assist in improvement of the Health Systems Strengthening (HSS) grant performance. The goals of the Health Systems Strengthening grant are to:
· Strengthen the Procurement and Supply Management (PSM) system
· Support improvements in the Management Information Systems and Monitoring and
· Support community involvement in the delivery of health services
Additionally, the National TB and Leprosy Program (NTLP) is under the department of the National Disease Control (NDC) in the Ministry of Health. NTLP’s overall functions are to establish country wide quality diagnosis and treatment services for TB and Leprosy and to coordinate the implementation of TB and Leprosy control activities. Under the National Program is a National TB Reference Laboratory whose functions are; to provide technical guidance to all TB diagnostic facilities and standardization of Laboratory TB and Leprosy provide technical supervision and training of laboratory staff on TB and Leprosy Diagnosis Techniques, Confirmation of drug resistant TB and provide follow up culture and drug susceptible tests as a national referral facility. It also supports coordinated drug resistant TB surveillance and technical support roll out of new laboratory technologies and support their uptake and utilization. It also carries out operational research activities.

Job Summary: The Health Systems Strengthening HSS Grant Coordinator will have the major responsibility on ensuring the effective and efficient day to day implementation of the grant activities. The incumbent will support the implementation of the HSS Grant at national and sub-national levels taking care to maximize the gains from the previous GF investments and provide support to critical areas that have high impact on the overall national health system. He/she will support strengthening of sub-national planning/ coordination, implementation, reviews and grant closure.

Key Duties and Responsibilities:
· Document the existing and any future Sub-Recipients (SRs) of the HSS Grant as well as all its key stakeholders.
· Organize grant implementation review meetings where the SRs provide updates to the key Stakeholders. Key stakeholders including MOH senior and Top Management, UAC, warehouses, Regional teams, DHOs, regional referral hospitals and Implementing Partners, among others.
· The incumbent will maintain a communication link between all HSS grant sub-national implemented (liaison officer) and the FCO of the Ministry of Health
· Ensure that all Sub-Recipients are implementing within the valid legal frameworks and agreements
· Ensure that SRs are compiling and submitting agreed reports/delivering expected outputs and together with the HSS M&E Specialist, regularly compile the Progress Updates reports for submission to the Global Fund
· Organize field visits to monitor implementation of grant activities and promptly compile field reports and ensure that SRs adhere to the MoH guidelines and grant conditions
· Identify and document capacity development needs for the HSS Grant SRs especially for staff involved in programmatic and financial reporting and advise the FCO Coordinator on appropriate action
· Prepare briefs for the FCO Coordinator to brief the MoH leadership, the Principal Recipient (PR) and Country Coordinating Mechanism (CCM),
· Work closely with the regional performance monitoring teams and Ministry of Health staff to support planning, capacity building, reporting and performance monitoring of the grant, across all levels of the decentralized response
· Compile action plans for addressing grant management actions as will be issued from the Global Fund Secretariat and devise means for monitoring their implementation
· Work closely with the Finance resource persons to follow-up financial reports from implementers be it individuals or organizations
· Ensure that all cross cutting health systems strengthening activities are effectively planned and executed with the relevant stakeholders.
· Represent the FCO coordinator in key operational HSS meetings and other fora,
· Perform any other duty as may be assigned by the FCO Coordinator from time to time

Qualifications, Skills and Experience:
· The applicant should preferably hold a first degree in health related or social sciences discipline with a Master’s degree in Public Health or equivalent. Possession of a post graduate qualification in Project management shall be an added advantage.
· At least five years’ relevant experience in management of health programs in Uganda.
· Proven experience in facilitating and training of health service providers.
· Documented evidence of reporting on donor funded projects will be an added advantage
· Excellent oral and written communication skills particularly report writing skills
· Ability to work closely in a team environment
· Adaptable and able to work in stressful conditions
· Self-motivated but with the ability to make good use of the experience and efforts of others
· Computer literacy skills
