Palladium seeks a Health Systems Strengthening (Quality of Care) Advisor for an anticipated sexual reproductive health and family planning programme in Uganda. The purpose of the programme is to support the Government of Uganda in the implementation of the Family Planning Costed Implementation Plan in order to accelerate the uptake of contraception and reduce the negative health, social and economic consequences of high fertility rates. The specific areas of focus include increased awareness of the benefits of modern contraceptives among women, girls, men and boys; increased access to quality family planning services and health systems strengthening to address gaps in the quality of service provision. The 5-year programme will be delivered in the 6 regions of Karamoja, Central 1, Central 2, East Central, Western and Eastern with an aim of achieving deep penetration within the districts. The Health Systems Strengthening (Quality of Care) Advisor will provide overall technical and programme oversight and direction in the areas of health systems strengthening (strengthening supply chain management for improved availability of family planning products) and quality of care. She/he will work closely with the Team Leader and quality of care and supply chain experts to accelerate and sustain programme objectives.
Key responsibilities include:
Provide high level technical expertise and leadership in implementation of the capacity building and supportive supervision framework on supply chain management and quality of care.
Oversee the design and implementation of needs assessments, capacity development plan, follow-up and supportive supervision, including developing supportive supervision guidelines
Identify clinical training needs at the facility level and assist in the design and implementation of measures to address those needs. Align with the Ministry of Health guidelines on QoC.
Oversee the development of training curricula and quality improvement systems
Engage regional and district stakeholders to confirm clinical performance standards in alignment with national health service delivery standards and QI processes, assess existing gaps in meeting standards, and develop a plan of action to achieve the desired health outcomes
Include application of quality standards in the capacity building framework, to ensure that FP services meet national requirements, as well as meet client expectations
Review and adapt clinical standards training materials, job aids, and curricula, supervisory systems and other training materials on family planning
Review tools and frameworks to monitor capacity assessment on supply chain management at the facility level and adapt for the project
Actively participate in Technical Advisory Group Meetings, to share lessons and results from the project
Contribute to the programme monitoring, review and evaluation activities and operations research analysis, providing support to the M&E team. Work with the M&E Expert to monitor implementation of planned activities through monthly progress reviews, report reviews and field trips
With the Team Leader, liaise with the client over technical expectations and progress, ensuring proper alignment and delivery of programme.
Advanced medical degree (MBBS or nursing) or Masters in public health
At least 10 years of experience in supporting large-scale health (SRH) programmes as a specialist or advisor in HSS or QoC, preferably in Uganda or the region.
At least 5 years’ experience in quality of care and/or supply chain management in health
Experience in capacity building and supportive supervision (training health workers on clinical standards and guidelines) for family planning.
Experience building capacity at individual and organizational levels;
Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, performance and quality improvement, family planning
Technical expertise in one or more of the following: health systems strengthening (supply chain), capacity building and training, performance and quality improvement for family planning programmes,
Strong management skills with experience in managing large and complex teams
Ability to liaise effectively with a range of stakeholders, including project partners, donors, private sector, NGOs, and government departments.
Must be skilled in writing to report project progress for donor and government counterpart audiences.
