HIV Prevention Programs Officer – Makerere University Walter Reed Project

About US:
The Makerere University Walter Reed Project (MUWRP) is a non-profit HIV research program that was established in 2002 as a result of a memorandum of understanding between Makerere University and The Henry M. Jackson foundation for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of MUWRP is to develop, evaluate and provide interventions to mitigate disease threats of public health importance to Uganda.

Job Summary: The Health Systems Strengthening Officer will support the PEPFAR Program to strengthen the capacities of community based and district partners that support implementation of the PEPFAR program. The incumbent will also work closely with partners to monitor implementation of program and build systems to ensure organizations have the skills to effectively use resources to achieve program objectives.

Key Duties and Responsibilities:
Help design and deliver institutional capacity assessments and establish baselines to measure progress and develop customized performance programs.
Oversee the implementation of the performance solutions package by mentoring partner staff in a wide range of areas to help increase their capabilities to perform their duties and achieve their institutional mandate and PEPFAR program objectives
Offer technical guidance and support in designing and delivering performance plans and oversee adherence to program plans.
Seek continuous feedback from the community based and district partners in order to ensure their satisfaction and improve the delivery of the health systems strengthening programs.
Coordinate with community and district partners to ensure that HSS efforts are streamlined and sequenced appropriately.
Continuously monitor the results of project activities, evaluating progress against project targets and identifying course-corrections that may be needed in order to improve impact.

Qualifications, Skills and Experience:
The ideal candidate for the Health Systems Strengthening Officer career opportunity should hold a Bachelor’s degree in Degree in Social Sciences, Social Work and Social Administration, Education, Development Studies, or equivalent field of study.
At least three years’ experience, working with development of community based programs is required
Expertise in capacity development areas: leadership, strategic planning, change management, communications, and coordination.
Previous exposure and experience in working with MoH, NGOs, Community Based Organizations, and Faith Based Organizations.
