The Belgian Development Agency, BTC, mobilises its resources and its expertise to eliminate poverty in the world. Job Summary: The HR & Administration person will mainly be responsible for a variety of human resource management, administrative, and logistics tasks including the ones listed below (this list is not exhaustive).
Key Duties and Responsibilities:
Ensure administrative management of the staff
Ensure payment of salaries and related accounting procedures
Ensure that personnel files are up-to-date in compliance with all of BTC’s obligations
Ensure compliance with all HR and Admin legal obligations or those laid down in BTC rules/procedures
Guarantees proper execution of the BTC’s legal obligations (social and tax-related) as required under the Ugandan Labour Laws
Responsible for the induction and integration process of new employees
Plan HR needs in order to make sure that adequate human resources are provided
Ensure the representation has the necessary human resources to enhance its effectiveness and to ensure professionalism and reliability in relation to fund donors and the local authorities
Provide necessary support to the programs in the recruitment processes
Offer technical support and check the coherence and quality of job descriptions
Guarantee information for all parties concerned, to help ensure the efficient functioning of the representation, projects and to all contacts
Provide all necessary information on time and with the required standard of quality defined by BTC
The jobholder will serve as the HR focal point at BTC Representation level for all HR matters
Promote the development of staff
Assess the needs of the staff in terms of learning and development
Develop a learning and development plan for the staff
Promote performance evaluation
Manage Administration/Logistics at Representation level
Organize travel for national and international staff
Ensure that the material/equipment/facilities are provided to the representation and projects according to their needs
Ensure that all equipment, including communication systems, works properly and to guarantee a suitable working environment
Ensure that VAT and other taxes processes are properly managed
Submit tax return applications to customs authorities
Handle different formalities related to obtaining visas, duty passes, airport access badges
Oversee activities carried out by other logistics staff in collaboration with the Financial Officer
Ensure the proper application of the vehicle policy
Oversee the management of petty cash and exchange of correspondences
Ensure proper management of the Stocks
Manage and supervise support staff (guards, gardener, cleaner and any other temporary staff)
Qualifications, Skills and Experience:
The ideal candidate should hold a Graduate qualification preferably in Business Administration.
Possession of a post graduate qualification in Human Resource Management
At least eight years’ experience in human resources management and project administration;
Significant experience with an international organization and private sector
Computer literacy i.e. hands-on knowledge of Ms Office Programs is a must Other programs (Database, HR Management programs) a strong advantage;
Knowledge of basic related procurement legislation for public procurement
Ability to work independently;
Previous experience supervising other staff;
Proficient in English;
Mature, good communicator and team player;
Ability to work under stressful conditions.
