About USAID GAPP Project:
RTI is the prime contractor for USAID funded GAPP program. The goal of this seven year program is to increase participation accountability and local governance for effective service delivery. To achieve this goal, GAPP will focus on three components: (1) Support and strengthen national level government accountability institutions in their interaction with local governments; (2) Strengthen local government revenue, procurement, financial and planning systems; and (3) Strengthen civil society organizations (CSOs) and other non-state actors (NSAs) to improve voice and accountability. GAPP will work at the national level and in at least twenty-five districts in northern Uganda, the Albertine region of Bunyoro, and central Uganda.

Job Summary: The HR and Admin Officer will oversee the work of the Program Assistants in each of GAPP’s five offices as well as manage the day-to-day administration and human resources activities affecting all staff and offices within the program. The position requires interpretation and application of HR and Admin policies; rules and regulations; facilitation and implementation of internal procedures, processes, and systems. The job holder is a key member of the GAPP Operations Team and promotes a collaborative, client-oriented approach, contributes to the maintenance of high staff morale, and promotes an effective and efficient work environment.

Key Duties and Responsibilities:
1. Administration Responsibilities (50%):
The incumbent will serve as the Supervisor of program assistant in Kampala office and dotted-line supervisor of four program assistants in four regional offices.
Manages the “front-office” activities including reception, office supplies, Service contracts for office cleaning/maintenance, etc.
Maintains staff contact list, org chart, and safety and security phone tree
Maintains hotel list and ensures bookings for staff are confirmed prior to travel.
Coordinates logistics for visitors – hotel bookings, transport, etc.
Maintains program’s safety and security resources and helps build staff capacity aroand safety and security.
Regularly reviews weekly meeting notes and disseminates to staff in a timely manner.
Develops and maintains system for booking office meeting rooms.
Support with the logistics for Kampala-based meetings/workshops.
2. Human Resources Responsibilities (50%):
Maintains personnel records for staff in compliance with RTI policies.
Helps organize recruitment activities and ensure they are documented according to RTI standards.
Assists clarify policies, procedures, and benefits in Staff Handbook.
Organizes on-boarding process for new staff and enrollments in benefits.
Primary point of contact with benefit vendors – help manage these policies to ensure maximum value for GAPP staff and RTI.
Manages leave-tracking system for sick leave and annual leave.
Coordinates preparation of contracts of CCN through timely preparation and submission of Personnel action forms and offer request memos.
Carry out preliminary Job Grading for HR and COP review and approval, determines eligibility for salaries, entitlements and benefits according to approved matrix, FSN and confirmed country benefits while applying Staff Regulations, Rules, and other official provisions with consistency.
Gives advice on salary offers.
Helps coordinate annual staff appraisal process, share best practices regarding this activity, and ensures quality results are met on time.
Coordinates activities and works in strong partnership with Regional HR staff and other in-country HR staff as needed.
Perform any other duties as assigned.

Qualifications, Skills and Experience:
The applicant should hold a Master’s degree with five (5) years or a Bachelor’s degree with seven (7) years of relevant working experience in Human Resources and/or Administration is required preferably with a busy international organization.
Three or more years’ experience in area of human resources administration.
At least three (3) year experience in a supervisory position – in area of human resources or administration.
The applicant should be a Mature individual who possesses strong interpersonal/ relationship building skills.
Strong leadership, analytical and organizational skills; demonstrated ability to direct a team and subordinates, be able to work independently, and manage a variety of activities with attention to detail.
Possess the ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
Highly creative and innovative critical thinking and problem solving skills.
Demonstrates commitment to RTI’s mission, vision and values.
Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
Provides helpful feedback and advice to others in the office.
Consistently approaches work with energy and a positive, constructive attitude and focuses on result for the client(s).
Solicits feedback from staff about the impact of his/her own behavior and responds positively to critical feedback and differing points of view.
Computer literacy skills i.e. Advanced skills in Excel spreadsheets, as well as Word; comfortable in a Windows PC environment.
Excellent verbal and written communication skills in English.
Willingness to work long hours when required.
Ability to work under pressure and meet deadlines for reporting.
Detailed knowledge of USG and any other key development agencies Rules and Regulations is an advantage.
