Human Resource and Administration Manager – Mpanga Growers Tea Factory

Mpanga Growers Tea Factory is a public limited company owned by small holder tea growers and it was incorporated in 1995. It is located in western Uganda Kabarole district, producing high quality tea for local and export market. It is one of the tea factories formerly under Uganda Tea Growers Corporation (UTGC), established by an Act of parliament on 17th February 1966.

Job Summary: The Human Resource and Administration Manager will plan, develop and coordinate the implementation of the Human Resource and Administration policies and systems to ensure continuous attraction and retention of a motivated and productive workforce as per the Company’s strategy, legal requirements and best practices.

Key Duties and Responsibilities:
· Work closely with Heads of departments and management, assess staffing gaps and develop Manpower Plans
· Determine the recruitment methodology and criteria and initiate the recruitment process Carry out advertisement, (internal or external). Short-listing and coordinate and participate in interviews or in any other assessment.
· Make offer and complete the documentation in respect of successful candidates.
· Develop staff performance management plans and communicate them to staff
· Offer technical HR support to staff in performance planning and alignment of goals with strategic goals
· Consolidate and prepare staff performance reports and present to Management and Board
· Coordinate staff periodic performance reviews
· Follow-up on the implementation of management and Board recommendations
· The incumbent will solicit individual leave plans from department, consolidate, seek management approval and communicate the leave plan to staff
· Monitor leave utilization, update leave records and report on staff leave utilization on a monthly basis
· Conduct Training Needs assessment and analysis in liaison with Heads of Departments
· Draws comprehensive annual training plans, seek management approval and communicate to staff
· Co-ordinate the drawing and implementation of in-house training programmes
· Coordinate and monitor new staff induction programmes and performance during probation and prepare their confirmation reports
· Evaluate the training covered and make appropriate recommendations to the right users
· Assess the operating business environment and the current HR related policies, identify policy gaps
· Initiate the reviews of existing HR Policies and procedures to develop new ones that cater for the prevailing organization situation
· Present the draft policies to Management for discussion before being put to the Board for approval and adoption
· Communicate policy changes and facilitate the change processes
· Monitor staff adherence to the set policies and procedures
· Prepare HR plans and budgets for incorporation in the – company business plan
· Develop and monitor the implementation of frameworks for tracking and reporting on the application of the HR initiatives
· Sensitize employees on matters related to retirement
· Develop and implement retirement plans
· Carry out exit interviews and prepare exit reports
· Actively monitor the implementation of the Compensation and Reward systems
· Work closely with the Administrative Officer to ensure that salaries, wages and benefits are offered on time to all eligible employees accurately as per the Company policy.
· Coordinate staff insurance and medical schemes
· Monitor departments’ adherence to safety procedures and accident prevention programmes
· Actively monitor the operations of the factory clinic to ensure that medical care is provided to employees, dependents and community as per the Company Policy
· Ensure that Company guest house is managed as per the Company guidelines

Qualifications, Skills and Experience:
· The applicant should preferably hold a Bachelor’s degree Human Resource Management, Organisational Psychology, Social sciences and any other Humanity with a strong bias in Human Resource Management
· Possession of a Post graduate qualification in Management, Human Resource, Business Administration is preferred
· A minimum of five years’ experience in HR from a reputable organization, with three years at a management level
· Added Advantage, Training in Strategic planning and Administrative law or Labor Law
