Human Resource Officer – Benedictine Eye Hospital

Benedictine Eye Hospital (BEH) is a Private Not-For-Profit service of the Benedictine Monastery of Tororo, Uganda. The mission of Benedictine Eye Hospital is to improve the social economic status of the society through prevention of visual impairments and the treatment, rehabilitation and empowerment of persons with disability (with special focus on children).

Job Summary: The Human Resource Officer will support the Hospital in the oversight of Human Resource Services, activities, policies and programs of the Hospital. The incumbent will ensure the proper operation of all Human Resource functions both on a day to day operational and ongoing strategic basis to maximize the contribution of its human capital to the objectives of the organization. The incumbent will also be responsible for ensuring HR activities are administered in accordance with management directives and compliance with legal and legislative requirements.

Key Duties and Responsibilities:
Guide on specific role requirements and overall organizational structure and HR strategy and participate in the development and implementation of program goals, objectives, policies, procedures and priorities;
Actively participate in organizational planning taking a lead in evaluating hospital structure, job design, and HR planning throughout the hospital in liaison with the key stakeholders;
Regularly review and develop up to date HR policies and procedures and oversee implementation of and compliance with all such policies;
Manage the recruitment and selection, and contracts management functions in accordance with relevant legislation and best practice;
The incumbent will manage the HR budget and ensure that plans are approved and closely monitored and regularly reported on;
In charge of designing and implementing a performance management system to ensure optimum productivity levels and superior staff contribution to the organizational goals;
Responsible for the development and implementation of effective methods for monitoring and managing absenteeism levels and ensure that there is appropriate coverage by staff in the hospital;
Technically support the identification, planning and implementation of appropriate training and development activities for all levels of Hospital staff;
Offer training support and advice to staff regarding professional standards, work quality and quantity, performance and accountability;
Provide professional support and advice to all managers and staff in relation to Human Resource issues; including nurturing the requisite skills for people management, performance and discipline;
Actively monitor and report on key HR measures e.g. headcount, staff satisfaction, retention and attrition through regular surveys and management reporting;
Manage employee communication and feedback through such avenues as organization meetings, employee satisfaction surveys, newsletters, employee focus groups and one-on-one meetings;
Identify with and monitor the organization culture so that it supports the attainment of the hospital goals and promotes employee satisfaction;
Mediate and assist with conflict resolution and workplace grievances;
Develop and implement a compensation and pay structure for the hospital;
Monitor and contributing to occupational, health & safety management activities;
Perform any other duties as may be required by the Immediate Supervisor.

Key Result Areas:
Human resource plans, policies and guidelines in place;
Adequate staffing levels determined and maintained;
Appropriate reward management system effected;
Roles, functions and hierarchy of each employee is clearly defined, and each staff is fully aware of his/her job description;
Staff have been recruited through a competitive recruitment process;
The performance of each member of staff is evaluated annually;
There are appropriate plans for strengthening the capacity of hospital managerial, clinical and support staff;
There is a process of implementing staff disciplinary measures;
There is an effective process and system in place for monitoring staff attendance, leave and absence;
Personnel records are well organized and maintained securely to ensure confidentiality;
Human resource legal issues effectively addressed.

Qualifications, Skills and Experience:
The applicant should preferably hold a Bachelor’s degree in Human Resource Management or its equivalent, with a bias or additional qualification Postgraduate qualification in HR management; Possession of a master’s degree in management related science is an added advantage
A minimum of ten years’ experience and hands on approach to HR management;
Three years’ experience in a senior management role in a health care facility would be desirable;
Current knowledge of Uganda Labour Laws and labour market;
Highly effective communication and interpersonal skills;
Proven budget management experience is desirable;
Excellent Computer literacy with a sound knowledge of Microsoft office applications such as Word, excel & power point;
Ability to lead strategic and operational people initiatives and processes;
Proven ability to work autonomously and in a team based environment; Excellent time management and organizational ability;
Ability to create, review and update policies and procedures;
Professional work approach and attitude;
A high level of integrity, superior judgment and ethical standards;
Ability to manage high volume workloads with attention to detail.
