About GOAL:
GOAL is an international humanitarian agency dedicated to alleviating the suffering of the poorest of the poor. We are a non-denominational, non-governmental and non-political organisation. GOAL Uganda country project focuses on two of GOAL’s three strategic sectors: Health (including WASH and health accountability programming); and Livelihoods. GOAL Uganda mainstreams HIV, gender, child protection and the environment/DRR across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local civil society organisations, private sector partners and District Local Government to give effect to our mission.
Job Summary: The Human Resource Officer provides technical support to the Human Resource Manager in the human resource function with the special focus on Performance management, Recruitment and contract renewals. The incumbent is also responsible for immigration function, Manage Medical Insurance Scheme, Staff Development and Career Support.
Key Duties and Responsibilities:
1. Performance Management Supervision:
Ensure staff and their supervisors have set performance targets at the beginning of the year or beginning of one’s contract
Ensure Probation Evaluations have been completed on time (two weeks to end of probation date) before staff can be confirmed
Make sure that the Mid Term Reviews have been completed on time
Ensure Annual Appraisals are completed on time
Extract and analyze skills, knowledge & competency needs from staff annual appraisals at the end of every calendar year
Send reports to the Human Resource Manager on Performance.
On quarterly basis, visit offices in field to provide GOAL general training on the performance management system.
Ensure all staff have all the necessary documentation for performance.
2. Support to HR Team for quality recruitment:
Provide technical advice and support on JD’s development to requestors
Support short listing activity as required by HRM
Contracts: Prepare staff contracts upon receipt of interview report with the successful candidate and submit to relevant function for approval.
Induction Training: Prepare and coordinate induction schedule for all new staff; provide personnel forms to all new staff; provide initial induction for all expatriate staff in liaison with Dublin
Prepare notifications for job offers for successful candidates
3. Staff Development and Career Support:
Take lead in the identification and analysis staff development and career support needs
Prepare monitoring reports on staff development and career support programmes to the Human Resource Manager
Manages the training Data Base.
4. As focal point for Medical Insurance Scheme:
Maintain an updated staff and spouse, and dependants’ list for medical insurance.
Liaise with the medical insurance company to follow up & iron out issues of staff concerns
Arrange for medical insurance company to meet staff at regular intervals to provide health promotion
5. Responsible for Immigration Function:
Process expatriate work permits, special passes, dependants’ passes, as well as renewals
Submit weekly progress report to HRM
6. Other Roles:
Provide HR support to management for contract renewals and confirmations
Disseminate, and where necessary interpret human resource policies and regulations to staff
Providing HR Advise & counsel to Management & Staff (with support of HRM)
Provide support to staff and management regarding disciplinary issues where necessary.
Provide general counseling to staff & management where needed
Support any other HR activity as may be required by HRM
Qualifications, Skills and Experience:
The ideal candidate should hold a University degree in HR, Organization psychology, Administration or Management; and at least two years’ experience in HR; or a Diploma in Administration or HR; and at least three years NGO working experience in similar position
Computer literacy skills i.e. Proficient in use of MS Word and MS Excel
Excellent communication skills
Proven previous experience in Managing performance is desired
Good PR and negotiation skills are an added advantage
Excellent interpersonal skills for a cross-cultural work environment
