Job Summary: The Human Resource Officer will primarily develop, review and implement policies relating to the effective utilization of the human resources within the University.

Key Duties and Responsibilities:
Implement, maintain and update programs, procedures and strategies for the University in line with Human Resource policies.
The jobholder will also implement annual work plans for the University in line with human resource targets.
Oversee and implement of decisions of the University’s Council and sub-committees in line with Human Resource policy.
Benchmark best practices from other Universities and provide information for facilitating organization review and change in line with human resource policy and the University priorities.
Coordinate and conduct performance management sensitization and training programs in line with the University guidelines.
Coordinate the implementation of performance management policies and programs in line with the human resource Manual.
Implement and review the performance management evaluation/assessment programs in line with human resource policy guidelines.
Carry out performance compliance audits and provides technical guidance and support to units on the performance management process in line with human resource policy guidelines.
Perform any other duties assigned by the Supervisor.

Key Performance Outputs:
University Human resource programs, procedures and strategies implemented, maintained and updated in line with University policies.
Annual work plans in line with human resource targets implemented.
Implementation of human resource management decisions Council and its sub-committees coordinated.
Best practices from other Universities benchmarked and information for facilitating organization review and change provided.
Implementation, evaluation/assessment and review of all functions of performance management guided and coordinated.
Performance compliance audits conducted and technical guidance and support provided to units on the performance management process.
Other official assigned duties performed.

Qualifications, Skills and Experience:
The ideal candidate must hold a Masters degree in any of the following fields: Human Resource Management or Organizational/Industrial Psychology or Business Administration (Human Resources Option) or Management or Organizational Development or Public Administration and Management from a recognized awarding Institution/University.
The applicant must also hold a Bachelors degree in Human Resource Management or Organizational/Industrial Psychology or Commerce/Business Administration (Human Resources Option) or Organizational Development or Arts or Public Administration and Management from a recognized awarding Institution/University.
A minimum of three years of relevant working experience in human resource management from a reputable organization.
Possess basic supervisory skills.
Excellent interpersonal relationship and communication skills.
Computer literacy skills
Age: Below 55 Years
