Inclusion Supervisor – Handicap International – Arua

Job Summary: The Inclusion Supervisor will work closely with the MEAL Manager and in close collaboration with the Mental Health and psychosocial support (MHPSS) and protection teams to participate in the implementation and development of;
An inclusive HI response, which provides accessible services to the refugee and host populations in and around Rhino Camp
Providing technical supports to humanitarian actors on inclusive approaches in order to strengthen individual, organizational and sectorial capacities among humanitarian workers.
Key Duties and Responsibilities:
Assess the barriers and facilitators of service access: Under the supervision of the MEAL manager and in close collaboration with all HI teams, the role of the Inclusion Supervisor is:
Actively contribute to the development of tools and materials so as to collect information on barriers and facilitators of access to services for the refugee and host population.
Actively contribute to the review of the tools and methodology of assessment to ensure it complies with an inclusive approach
Take part in the organization and implementation of assessment of barriers to accessing services together with HI team (key interviews, field observations, focus groups discussions)
Identify and document factors of vulnerability, resilience and barriers to access to services identified during assessment
To contribute to the production of reports, which identify barriers and facilitators to access services
Along with the protection team develop an action plan, to identify and contact available service providers and collect information on service offered, the level of inclusiveness of the offer and barriers of access to the services provided
Community mobilization following inclusive approach
Along with the protection team develop an action plan:
To identify community based organizations, networks or focal points
To create links with community based organizations and associations, focal points and other organizations (national and international) who help to mainstream the most vulnerable groups in the services provided, and who are active in community engagement initiatives.
To identify and record their level of inclusiveness including barriers that might hinder the equal and dignified access of most vulnerable groups to services
Sensitize existing and developed community based initiatives on Inclusion approaches
Guide community based initiatives and associated service providers to implement activities following an inclusive approach
Sensitization and capacity building
To participate to the organization and facilitation of activities organized by the MHPSS and protection team so as to assess to what extent it is inclusive.
Provide a concrete suggestion of modifications to the activities to make them more inclusive
Provide HI teams with the appropriate tools to better plan and deliver services inclusive of the most vulnerable groups
Actively contribute to the provision of information, sensitization and training sessions to HI operational teams. This could consist of awareness raising sessions, as well as direct provision of both formal and on-the-job trainings.
To contribute to the development of sensitization training tools and materials
Review the materials to ensure they comply with global and HI standards of accessibility
To contribute to organizational, sectorial and individual capacity building sessions (training, awareness, technical guidance, sensitization on guidelines etc.)
To contribute to the production of barriers and facilitators reports based on the findings of the service assessment and contribute to translate those into sensitization reports, tools and guidelines
To disseminate sensitization materials, trainings materials, guidelines and other relevant documents among the local organizations and other INGO (as needed)
Lead workshops on service accessibility with partner NGO;
The incumbent will also draw up participative action plans
Participation to coordination and representation
To represent Handicap International in inclusion technical domain with any relevant stakeholders under the supervision of his/her manager at field level
Disseminate key inclusion messages and recommendations to the humanitarian community, other service providers, local authorities and community leaders
To report on the identified gaps (situation of exclusion) and advocate for good practices that promote the inclusion of most vulnerable and opportunities to promote inclusion at local level
Reporting and Monitoring and Evaluation (M&E) Support
To maintain complete documentation for each activity following the recommendations and template of the programs
Provide daily reporting on the activities implemented to the line manager using the tool and reporting system provided by the line manager
To collaborate with surveys, assessments and M&E activities and reports conducted by the HI project manager and MEAL department
Demonstration of an ethics, safe, secure and professional practices
To show professional ethics, respect and promote Handicap International mandate and humanitarian principles at all times
To respect beneficiary’s privacy and confidentiality (among others, he/she only share medical information with medical related staff/persons directly involved in beneficiary’s care and same for protection matters)
To actively involve beneficiaries at all stages of the assessment and response
Demonstrate willingness to improve his/her own knowledge and skills by participating actively in any training sessions, capacity building activities…
To respect the Handicap International protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
To report any incident or act that causes any harm to beneficiary or to others
Others
Participating to the weekly team meetings;
Ensure the strict application of the rules;
Report any incident in which s/he’s involved/witnessed immediately;

Qualifications, Skills and Experience:
The ideal candidate for the Handicap International Inclusion Supervisor job opportunity must hold a Bachelor’s Degree in human sciences, health, law or international relationship.
Previous experience within disability and inclusion working domain.
At least two years of professional experience in protection of vulnerable persons and/or refugees
A minimum of two years of professional experience within an NGO, preferably in protection
Previous experience in the creation, facilitation and adaptation of field activities for refugees
Experience in adult trainings
Familiar with MS Office (Word, Excel) and internet is required
Experience in assessment and reporting
Previous experience in Monitoring and evaluation and/or survey
Experience in social cohesion and/or community mobilization and/or conflict management
Experience in case management is an asset
Experience in GBV and/or child protection is an asset
Good Computer Skills
Familiar with MS Office (Word, Excel) and internet
Strong sense of neutrality and confidentiality
Strong interpersonal and intercultural skills
Open and interested in disability and vulnerability issues
High diplomacy, cultural sensitivity and security awareness
Ability to work under high pressure and without constant supervision
Languages: Mandatory: Spoken and written English. Proficiency local languages is an asset
