Information Specialist – Handicap International – Kampala

Job Summary:
The Information Specialist will support the MEAL Manager with information and data management in line with the MEAL strategy that will be developed by the MEAL manager, HI existing tools and procedures, as well as donor and reporting requirements. He/she will provide solutions on data management regarding specific data collection tools such as Washington group questionnaire or any other tool that will be used on the Wish project.
He/she will manage data collection and analysis and provide analysis for reporting and learning purposes. In order to meet his/her duties, the information specialist will be working closely with the Wish technical manager and MEAL officers from the 6 countries involved in the project.

Key Duties and Responsibilities:
System Design and Set-up: To ensure that the Information system and data collection system allows HI and the Wish countries to achieve the results and to provide all the necessary information to donor/consortium.
Assessment of HI Information Management tools and identify areas where improvements are required for the needs of the WISH project and donor requirements.
Design and implementation of the information management structure of the WISH project in line with the MEAL strategy and the reporting requirements.
Design of Mobile Data Collection system and required forms.
Data Management and Reporting: To ensure needed data are collected from the 6 WISH countries, provide analysis and reports in line with the reporting requirements.
Activities:
Contribute to the definition and implementation of a fluid and consistent reporting system, automatizing process, reviewing and creating templates and defining the flow process.
Integrate the different data sources into a programmatic data base, including mapping, to ease the decision making process, reporting, indicators follow up, statistics accountability, and monitoring of operational activities.
Regularly review and update official forms as per the need of activities in consultation with the MEAL Manager and the technical coordinator.
Perform data analysis and compile data from the 6 countries upon request, especially donor reports.
Complete additional tasks assigned by the Humanitarian Operations Coordinator, Chief of Operations, or MEAL Coordinator.
Follow-up of Mobile Data Collection system and data collection / extraction.
Support to project teams: To ensure field teams in the 6 Wish countries are equiped with the relevant information system and to provide them with adequate support in data collection strategies and tools.
Provide support to M&E officers of the 6 countries involved in the project on data and information management.
Support to M&E officers on Mobile Data Collection.
Insure that databases are developed in line with the MEAL strategy, that data are collected and encoded in line with the MEAL strategy and execute quality checks on collected data.
Respect of HI identity, rules and policies: In coordination with the Human resources manager and the Field coordinator:
Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team.

Qualifications, Skills and Experience:
The ideal candidate for the Handicap International (Humanity & Inclusion) Information Specialist job must hold a Bachelor’s degree in IT, Information Management, Data Processing, Geography/GIS or any other related field
At least five years of experience managing and implementing Information and data collection systems in development or humanitarian contexts
Experienced with Mobile Data Collection systems
Previous experience in working with Washington Group tools , DFID and Key Performance Indicator approach is preferred
Fundamental understanding of the project cycle management
Experience in SRHR and disability inclusion
Fundamental understanding of the project cycle management
