POSITION SUMMARY:
Working closely with ICAP in the Uganda Leadership Team, including the Country Director, the Key Populations Advisor will support ICAP’s proposed CDC project, Enhanced Integrated Surveillance, Prevention, and Treatment for Key and Priority Populations in the Republic of Uganda under PEPFAR. Key responsibilities include liaising and providing technical assistance to local associations of key populations (KP), supporting the mapping of current HIV-services and their gaps, identifying barriers to access services by KP, developing strategies to overcome them and supporting trainings to improve HIV-related services for KP
MAJOR ACCOUNTABILITIES:
Support the Government of Uganda in strategic planning to meet HIV-related needs for KPs, including mapping HIV service delivery sites.
Coordinate technical support to local associations of KP in Uganda.
Support the development of training of healthcare workers to improve provision of KP services.
Develop strategies to improve HIV services access and utilization among KP.
Support the IBBSS among KP program and ensure quality service at 100% of the delivery points.
Develop and/or update appropriate SOPs and training manuals for the IBBSS.
Liaise with sub-grant organizations to coordinate supportive supervision and joint activities as outlined in the SOW.
Conduct supervision and monitoring visits to program areas.
Review data reports to share with MOH and donors.
Review and monitor work plans, indicators and progress against targets.
Collaborate with national authorities and participate in national Working Group and forum.
Facilitate quarterly stakeholders meetings and any other KP related regional meeting.
Coordinate with regional and central M&E team efforts to ensure data quality.
Perform any other related assignment as may be assigned by supervisor and the ICAP management.
EDUCATION:
Doctorate in public health, MD, or MPH with field research experience
EXPERIENCE, SKILLS, AND QUALIFICATIONS:
5 years public health experience implementing donor funded projects.
Experience working with KP in Africa.
Knowledge and experience in the field of HIV epidemiology.
Excellent oral/written communication, interpersonal, organizational, and computer skills.
Experience living and working in Africa preferred.
Experience in the logistics and implementation of large-scale HIV program activities.
Ability to provide high quality technical assistance to regional offices.
Excellent interpersonal and team building skills.
Ability to work independently with strong problem skills.
